O objetivo da Declaração de Belém é integrar atividades de pesquisa entre os países banhados pelo Oceano Atlântico para melhorar e aprofundar o conhecimento científico ligado aos ecossistemas marinhos; às relações entre oceanos e mudanças climáticas; à produção de alimentos provenientes do mar; e, também, sobre sistemas de energia provenientes dos oceanos, além de entender as dinâmicas do Oceano Atlântico com os Sistemas de Circulação interconectados com o Ártico e a Antártida.
Os três dias de evento contaram com a participação do ministro da Ciência, Tecnologia, Inovações e Comunicações (MCTIC) do Brasil, Gilberto Kassab, do comissário europeu para Investigação, Ciência e Inovação, Carlos Moedas, e da ministra do Departamento de Ciência e Tecnologia da África do Sul, Naledi Pandor, além de líderes políticos, de representantes de agências de fomento, de instituições de pesquisa e do setor privado e stakeholders europeus, brasileiros e sul-africanos em ciências marinhas.
É importante destacar que a participação do Brasil nesta cooperação conta também com o apoio dos Diálogos Setoriais. De acordo com o coordenador-geral de Oceanos, Antártida e Geociências, do MCTIC, Andrei Polejack, a presença dos Diálogos Setoriais no evento “A New Era of Blue Enlightenment” foi fundamental. “A Iniciativa é uma ferramenta magnífica, porque dá a flexibilidade de montar missões técnicas, de participação em eventos do calibre político como este. Também permite a troca de experiências e tecnologias, que é o que fundamenta todos os debates políticos que tivemos aqui. Sem o apoio dos Diálogos nada disso seria possível", revelou.
Pesquisa no Atlântico Sul e Tropical - A Declaração de Belém deverá construir objetivos bilaterais entre Brasil e África do Sul e o desenvolvimento do Contexto Sul-Sul para Cooperação Técnica e Científica no Atlântico Sul, Tropical e Austral. O plano científico, construído pelo Brasil e pela África do Sul, visando o aprofundamento da cooperação em pesquisa no Atlântico Sul e Tropical, destaca a relevância do oceano para as economias e sociedades dos dois países, diante da influência marinha no clima e, consequentemente, em atividades de agropecuária, mineração, pesca e aquicultura, transporte e turismo.
Na ocasião, Polejack citou o presidente de Portugal, Marcelo Rebelo de Sousa, quando ele, no momento da assinatura da Declaração de Belém, disse que Brasil, União Europeia e África do Sul são três potências científicas mundiais. “São três potências que se uniram para compreender como funciona o Atlântico e como ele influencia a nossa vida. Isso foi um marco na cooperação internacional para as ciências sociais", declarou.
One of the main results of the event "A New Era of Blue Enlightenment", held last week in Lisbon (Portugal), was to establish an alliance throughout the South Atlantic and implement the Belém Statement on Atlantic Research and Innovation Cooperation. Brazil, the European Union (EU) and South Africa signed a letter of intent setting out the partnership guidelines for research in the waters of the Atlantic Ocean. It was also defined that Brazil will host the next meeting of this cooperation, scheduled for the beginning of next year in Salvador (BA).
The purpose of the statement is to integrate research activities among the Atlantic Ocean countries to improve and deepen scientific knowledge related to marine ecosystems; the relationship between oceans and climate change; the production of food coming from the sea; and on energy systems coming from the oceans. The cooperation also seeks to understand the dynamics of the Atlantic Ocean with the Circulation Systems interconnected with the Arctic and the Antarctica.
Gilberto Kassab, the Minister of Science, Technology, Innovation and Communications of Brazil; Carlos Moedas, the European Union Commissioner for Research, Science and Innovation and Naledi Pandor, the Minister of Science and Technology of South Africa participated in the 3-day event, together with other political leaders, representatives of development agencies, research institutions, the private sector, and European, Brazilian and South African stakeholders of the marine sciences.
It is important to note that Brazil's participation in this cooperation is also supported by the Sector Dialogues. According to Andrei Polejack, general coordinator of Oceans, the Antarctica and Geosciences of the Ministry of Science, Technology, Innovation and Communications of Brazil, the presence of the Sector Dialogues in the event "A New Era of Blue Enlightenment" was fundamental. "It is a magnificent tool because it offers the flexibility to celebrate technical missions, to participate in political events such as this one. It also allows the exchange of experiences and technologies, which is what underlies all the political dialogues we had here. Without the support of the Sector Dialogues, none of this would be possible", he said.
Research in the South and Tropical Atlantic - The Belém Statement should build bilateral objectives, named as ‘Declaration of Intent on Marine Research and Cooperation in Innovation with Brazil and South Africa’, and the development of the South-South Context for Technical and Scientific Cooperation in the South, Tropical and Austral Atlantic. The scientific plan was together built by Brazil and South Africa, focused on deepening cooperation in the South and Tropical Atlantic, as well as in other southern oceans. The document highlights the importance of the ocean to the economies and societies of both countries, given the marine influence on climate and, consequently, on agriculture, mining, fishing, aquaculture, transportation and tourism.
During the event, Andrei Polejack cited Marcelo Rebelo de Sousa, president of Portugal, who, at the time of signing the Belém Statement, said that Brazil, the European Union and South Africa are three world scientific powers. "They are three world powers who have come together to understand how the Atlantic works and how it influences our lives. This was a milestone in international cooperation for the social sciences", he said.
