Direct beneficiaries are the Brazilian Ministries and Federal Government Agencies and their corresponding EU General- Directorates and Executive Agencies which participate in specific Dialogues.

Other entities, such as civil society organizations, state and local governments, public and private development agencies, the scientific and technological community, trade and labor unions, among others, can also be partners of the dialogues, thus acting as indirect beneficiaries of the Facility.

Project proposals must necessarily be referred to the correspondent Dialogue and always must be submitted by a direct beneficiary.
