According to the new approach of the current 4th phase, the Facility foresees proposals within twofold origin:

TOP-DOWN

Projects which derive from high level policy dialogues

Can be submitted at any moment by the political authorities of both sides.

BOTTOM-UP

Projects which are proposed from technical level of eligible institutions,

within the priority issues which are mutually defied by the Brazilian Government and the European Union and which refer to a Sector Dialogue which is actively operating.

Projects should follow the calendar of the Calls for Proposals, which are launched by the Facility.
