The European Union-Brazil Sector Dialogues Support Project, an initiative coordinated by the European Union Delegation to Brazil – DELBRA and the Ministério do Planejamento, Orçamento e Gestão – MP [Ministry of Planning, Budget and Management], held the workshop “Exchange of Experiences and Technical Knowledge on Mechanisms for the Registration and Control of Geographical Indications in Spain and the European Union”. The event took place on April 5 to 7, in Brasília. Featuring talks given by experts from official agriculture and livestock institutions of partner countries and attended by Brazilian public and private servants working in this area, the event is part of the action on geographical indications (GIs) developed by the Ministério da Agricultura, Pecuária e Abastecimento - MAPA [Ministry of Agriculture, Livestock and Food Supply] under the aegis of the 8th Call of the Sector Dialogues Project.
Several officials attended the opening session of the workshop: Pedro Santos, First Councilor of DELBRA's Division for Trade and Investments; Luis Benito Ruiz, Councilor for Agriculture, Food and Environment of the Embassy of Spain; Luís Felipe Salin Monteiro, Director for Public Management Modernization of the Secretariat for Management of the Ministry of Planning; Arno Jerke Junior, Deputy Secretary at MAPA's Secretariat for Farmers and Cooperatives; Luiz Otávio Pimentel, President of the Instituto Nacional da Propriedade Industrial - INPI [National Institute of Industrial Property]; Heloísa Regina Guimarães de Menezes, Technical Director at Sebrae Nacional [Brazilian Micro and Small Business Support Service]; and Jaime Milan, representative of Vale dos Vinhedos, the first GI registered in Brazil.
On that occasion, DELBRA's representative said that Brazil has been one of the European Union's strategic partners since 2007. “We have established convergent cooperation efforts in several themes, an endeavor that brings about benefits to both States”, said Pedro Santos. In this regard, Luís Felipe Monteiro highlighted the importance of the Sector Dialogues Project for cooperation between Brazil and the European Union. “This initiative results in a speedier exchange of technical knowledge between Brazilian and European institutions, allowing the public sector and the market to develop at a faster pace”, he pointed out.
With respect to the theme addressed in the event, Luis Benito Ruiz emphasized that the Spanish GI system is one of the oldest and most highly regarded systems in the world, having 183 products with protected designation of origin. “We were proud to serve as reference to the Brazilian government, but we also wish to learn from Brazil, which is seeking to build a modern and efficient geographical indications system”, he said.
Background
In Brazil, the registration of GIs is a recent practice if compared to European countries, such as France and Spain. However, in view of the country’s biodiversity and cultural wealth, there is a great potential for development in this area, thereby adding value to its different territorial regions and their products. Today, MAPA carries out actions in approximately 100 Brazilian geographic indications. Fifty-four among them have already been registered, while the remaining forty-six have the potential to obtain the certificate.
This work has counted on the partnership with the Sector Dialogues Project, which held the first technical exchange on protection of GIs as a rural development instrument during the Project’s 7th Call, in 2014. In view of the success achieved on that occasion, the 8th Call follows up with the action, focusing on the preparation of the GI registration process and the control of registered regions.
