Two servants of the Ministry of Agriculture, Livestock and Food Supply (MAPA) were in Spain between 31 August and 7 September to exchange experiences on the transport control of live animals, with a focus on animal welfare. During the mission, the technicians visited Madrid, Salamanca and the Autonomous Region of Castilla y León. The mission was sponsored by the EU-Brazil Sector Dialogues Support Facility, which is jointly coordinated by the Ministry of Planning, Budget and Management (MPOG) and the European Union Delegation in Brazil (Delbra).
The representatives of the MAPA Work Group (GT) of Live Animals Transport, Liziè Pereira Buss, from Department of Agricultural and Cooperative Development (SDC), which coordinated the work, and Mirela Janice Eidt, from the Secretariat of Agricultural Protection (SDA) , learned about surveillance practices, legislation and control of animal welfare during the transport of live animals in Europe.
"As the work of drafting a proposal for Brazilian legislation on the subject of the transport of live animals is coming to an end, it was important to take advantage of the opportunity of this project to achieve the exchange of experience between Brazil and Europe on the theme, in order to enable the creation of a Brazilian proposal which is caters for national conditions, but which also bears equivalent results as the European, "said Liziè.
During the visit to Madrid, the Brazilians visited the Service of Animal Welfare of the Ministry of Agriculture, Food and Environment (Magrama); in Castilla y León, they visited the headquarters of the Council of Agriculture and Livestock; and in Salamanca, the Veterinary Unit of Salamanca and the National Livestock Market.
Besides the Brazil-EU mission, the action included the hiring of Mínguez Olga González, an international expert on the subject and Head of the Department of Animal Health of the General Directorate of Agricultural Production of the Board of Agriculture and Livestock of the Junta de Castilla y León. She was in charge of gathering information on the transport of livestock, legislation and institutional organization of the European Union.
The European experience will serve as a reference for a modern control system for the transport of live animals to be implemented in Brazil. Currently, there are no regulations on the subject, but the GT already has a proposal to be forwarded to the National Traffic Department (Denatran), the federal agency in charge of traffic legislation that will regulate the transport of animals on motorways.
