Innovation, so present in the private sector, has proven to be an important path in attempting to provide quality and efficient public services while respecting the rights of taxpayers and fulfilling the duties of the state. Following this reasoning, during four days, National Innovation Week brought together innovation experts in the national and foreign public sector willing to contribute to the modernisation of the Brazilian public sector and improve services rendered to society.
The foreign and national speakers shared experiences with a public formed by government managers, representatives of the public and private sector, universities, Brazilian institutions and other countries. Among the experts attending this week were: UK government technology strategy author, Andy Beale, who spoke on Data Governance. For him, the biggest concern is the users and their needs. Beale also revealed that he was excited to be in Brazil for the first time and to be supporting innovation in public service. Alexis Wichowski, from Columbia University, addressed the theme "Transformation of bureaucracy into digital government". According to her, "it is not enough to have the right tools. You have to have the right culture". Huawei Global Director, Lu Liang Ji, spoke on how to accelerate Digital Transformation. "The future itself can never be predicted, but it can be drawn and invented," he said.
The co-president of the Internet Industrial Consortium (IIC), Cláudio Lima, also made his presentation, addressing the theme "Machine Learning and innovation". "The technological disruption will happen, it will be fast and we are not prepared," Lima said. The Head of Trends and Creative Culture at Kunumi Laboratory of Artificial Intelligence, João Cavalcanti, spoke about Artificial Intelligence and the Paradigm of the Future and said that we need to update the software of mankind.
At the end of the event, the Director of Public Management Modernization Secretary of the MP, Luis Felipe Salin Monteiro, highlighted the importance of innovation to increase the efficiency and effectiveness of services provided to Brazilian citizens. The “Brasil Eficiente” program was also launched during the event. The initiative will automate the availability of documents in Brazil, such as passports and CPF, as well as make public services faster and more efficient. The objective is to help the federal government to simplify administrative issues, modernise public management and, consequently, improve the delivery of public services. One of its goals is to complete the integration of public administration databases by the end of the year.
In view of the success of this edition, the MP and Enap will start preparing the fourth edition of Innovation Week and the 22nd Innovation Competition in the Public Sector, scheduled for next year.
