Brazil’s Court of Audit (TCU) hosted a panel presentation of the findings of two studies on 1 and 2 December, 2014, both of which were sponsored by the EU-Brazil Sector Dialogues Support Facility, an initiative coordinated jointly by the Ministry of Planning, Budget and Management (MPOG) and the European Union Delegation in Brazil (Delbra).
The studies presented were Comparative analysis of the methodology of construction and standardisation of educational indicators and Education funding structure in countries organised as a federation and the control model in the implementation of these funds, both of which were carried out by staff from the TCU’s Secretariat of External Control in Education, Culture and Sport.
The presentation of the funding structure in federal countries was delivered by consultants Ismael Sanz Labrador and Jaqueline Villefurte Bittencourt, and addressed resource decentralisation aspects and models as well as the fiscal decentralisation challenges in education. The study examined the advantages and disadvantages of fiscal decentralisation from the perspective of efficiency and social welfare.
During the presentation, special attention was given to the decentralisation of education policies and to the state of the art in research on the relationship between public spending on education and its effects on youth enrollment rates and student learning. The paper also produced the main findings on the characteristics and criteria used by the most successful regional and local funding methods in the educational field as well as a set of recommendations.
The presentation of the comparative analysis of the methodology for construction and standardisation of educational indicators was given by consultants Rosa Nogueira and Gabriela Moriconi, who provided reports describing the methods of data collection and development of indicators in education used by international organisations that impact on the Brazilian government.
The seminar also discussed how the standardisation of Brazilian educational statistics is performed so it can be sent to the international organisations that publish comparative international statistics. Further discussion involved the possibilities of improving the production of educational statistics in Brazil in view of the parameters adopted by educational systems abroad.
Participants in the seminar included, in addition to representatives from the TCU, legislative consultants, technical staff from the Institute of Applied Economic Research (IPEA), from the Ministry of Education, from the Ministry of Planning and the European Union. The two actions sponsored comprise the sector dialogue on Education, Youth and Sport, whose European partner institution is the Directorate-General for Education and Culture.
