Brazils Court of Audit (TCU) held two reference panels on 9 and 12 September, to present and discuss, with other government departments, comparative studies on Social Security and Unemployment Insurance in Brazil and in EU countries. These comparative analyses comprise the Sector Dialogue on Social Development and Employment and were sponsored by the EU-Brazil Sector Dialogues Support Facility, an initiative coordinated jointly by the Ministry of Planning, Budget and Management (MPOG) and the European Union Delegation in Brazil (Delbra).
The first panel, held on the 9th, presented the findings of the comparative analysis between the EUs social security structure, indicators and controls and Brazils General Social Security System (RGPS). The data presented were then discussed by TCU representatives and invited technical staff from the Ministry of Social Security, the National Social Security Institute (INSS), Brazils Federal Revenue and the House of Representatives.
Conducted jointly by a Brazilian and a European expert, the study compared the reality of the Brazilian social security system to that of four European countries that have made significant investments in social security: Hungary, Portugal, Greece and Poland. The Brazilian expert made ??a comparative analysis in which three issues were addressed: economic and demographic structure, the main benefits of Social Security and funding structure and control.
The panel presentation was given ??by federal external control auditor Rodrigo Hildebrand. "The studies conducted by the experts afforded the Court a highly technical complementary view of issues that have aroused concern within the TCU. We feel that the level of excellence across this assignment was only possible due to the collaboration of the Sector Dialogues, the expertise of which helped us provide structure to the work and choose the professionals involved, "says the auditor.
Mr. Hildebrand was one of the TCU representatives who took part in a mission to Brussels, Belgium, on 23 and 24 July, to learn about experiences in the EU related to social security indicators and control. The initiative - which counted on the backing of the EU-Brazil Sector Dialogues Support Facility- comprises a partnership between Brazil and the EU for the exchange of information and best practices related to their welfare systems.
Unemployment Insurance
The second panel took place on 12 September and presented the findings of the action Management of Unemployment Insurance Control Systems, which carried out a comparative and evaluative analysis of the viability, sustainability and models of management and control of unemployment insurance systems in Brazil and in the EU.
The presentation was made ??by the federal external control auditor Mauro Sacramento. According to him, the work methodology of the Sector Dialogues project enabled TCU auditors to set criteria for the analysis performed by the international experts, as well as participate in meetings with directors and technicians at the European Commission headquarters. "Holding this Reference Panel enabled us to discuss the information gathered and broaden our understanding of the studys findings," he said.
The debate following Mr.Sacramentos presentation included experts from the Ministry of Labour and Employment, the Worker Support Fund (FAT), the Institute for Applied Economic Research (IPEA) and the TCU.
The study, along with the subsequent debate, are expected to inform and qualify control actions (supervision, monitoring and evaluation) performed by the TCU and which normally support the improvement of work and employment-related issues in Brazil.
