In its seventh call for participation, the EU-Brazil Sector Dialogues Support Facility, coordinated by the Ministry of Planning, Budget and Management (MP) and the European Union Delegation in Brazil (Delbra), will sponsor 38 actions from 16 different sector dialogues. The proposals will be carried out by technicians from 22 institutions partnering with the Brazilian government and are aligned with issues considered politically strategic by Brazil and the EU, as demonstrated in the joint communiqués issued at the 7th European Union-Brazil Summit held on 24 February in Brussels (Belgium).
According to the National Project Director (DNP), the mission of the EU-Brazil Sector Dialogues Support Facility as facilitator is to contribute towards the materialisation of high-level political dialogues. Therefore, there is a greater focus on technical support for actions that address priority issues at the political level.
In the joint statement signed by Brazil and the EU at their 7th Summit, the dialogue in science and technology was among the most cited. Projects in six of the following themes will receive funding from the Project: marine research, food safety, bio-economy, energy and smart grids, biofuels and nanotechnology.
In the area of ??sustainable development, actions in genetic resources and benefit sharing (Nagoya Protocol), water use management and forestry will be supported. In the energy area, priority themes for the partners who will receive funding are renewable energy, energy efficiency and sustainable production of biofuels.
Other issues considered strategic by Brazil and the EU and which are to be supported in the current call are the internationalisation of Brazilian and European small and micro enterprises; sanitary and phytosanitary issues and animal welfare; climate change, the UN Framework Convention on Climate Change and the Kyoto Protocol. Human rights is another strategic subject for the two partners and so actions in this field are also being supported by the Project.
During the Summit, the partners celebrated the creation of a sector dialogue on international cyberpolitics, which includes topics such as freedom of expression and privacy. Brazil and the EU also agreed to cooperate for the success of the Global Multi-Sector Meeting on the Future of Internet Governance (NETmundial), which was held in São Paulo on 23 and 24 April.
The actions selected in the seventh call started to be implemented in April and now the number of actions sponsored by the EU-Brazil Sector Dialogues Support Facility during its three phases totals 155. Altogether, about 30 institutions have partnered with the Brazilian government to undertake initiatives involving more than 20 sector dialogues between Brazil and the European Union.
