The action Product Classification and Cataloguing System (PCCS, acronym in Portuguese) for Public and Private Procurement: Perspectives for Small Businesses, developed by the Special Secretariat for Micro and Small Businesses (SEMPE, acronym in Portuguese for Secretaria Especial da Micro e Pequena Empresa) of the Presidency of the Republic, in the context of the 8th Call of the European Union-Brazil Sector Dialogues Support Project, completed technical and economic studies on electronic tools for describing goods.
On March 31, local expert Edilson Ferneda, who received his Ph.D. in Computer Science from the Laboratoire d'Informatique, Robotique et de Microélectronique de Montpellier, in France, and a professor at the Catholic University of Brasília (UCB), presented the results of his research on aspects of the architecture of knowledge regarding the development of a PCCS to meet the needs of the domestic market, at the Federal University of Vitória, in Espírito Santo, where most of the work was performed. Edilson Ferneda counted on the collaboration of University of Brasília (UnB) Professor Fernando Cruz.
Research concerning the economic relevance of using PCCSs was made public at a meeting held on April 5, in Brasília, in the Federal District, by Hungarian expert Zoltan Potkai, who holds a Master’s Degree in Economic Engineering from Corvinus University, in Budapest, Hungary, and in Industrial System Engineering by Pannon University, also in Budapest. The meeting was attended by the First Councillor to DELBRA's Trade and Investment Division, Pedro Santos; the Director for Modernization of Public Management of the Ministério do Planejamento, Orçamento e Gestão - MP [Ministry of Planning, Budget and Management], Luís Felipe Salin Monteiro; the Secretariat for Micro and Small Businesses, Carlos Leony Fonseca; SEMPE's General Coordinator for Market Access, Fábio de Medeiros; and the Division Head for SEMPE's General Coordination for Market Access, Carlos Veloso.
Carlos Leony explained that the studies presented will provide the necessary elements to build the Product Classification and Cataloguing System, for SEMPE's online business market, an online trade platform available at the Portal Empresa Simples - (PES, acronym in Portuguese for the portal whose aim is to simplify procedures for opening micro or small businesses) for the purpose of fostering competitiveness for micro and small businesses. “We want to offer small merchants the opportunity to join emerging global markets”, he pointed out.
According to Fábio de Medeiros, the local expert studied several ways in which to model information to describe goods used in the world and came to the conclusion that the best technical solution for the SEMPE tool is a product ontology-based system. The foreign expert, in turn, noted the connection of product cataloguing systems with the trend in the industry, which is the full automation of the production process. In this light, Zoltan Potkai identified the compatibility of the industry of the future with standardized descriptions of goods and services normally supported by ontologies.
“We experienced a convergence of results that consolidated the understanding of the Special Secretariat for Micro and Small Businesses regarding this tool, which is already underway. It is based on the specifications we already have and also on information brought by both experts. The system is expected to be delivered in November of this year, and it will rely on ontology-based technological support. "This is a solution that will certainly help Brazilian micro and small businesses move towards the internet of things”, ensured SEMPE's General Coordinator for Market Access.
The Director for Modernization of Public Management of the Ministry of Planning thanked the staff involved in the action and congratulated everyone for the work done. “The outcomes presented reveal the effectiveness of the Sector Dialogues Project, whose purpose is to enable an exchange of experiences between Brazilian and European institutions”, noted Luís Felipe Monteiro. In this regard, DELBRA's representative said that the Project makes it possible to meet the expectations of both Brazil and the European Union.
