On November 19 and 20, the Ministry of Science, Technology and Innovation (MCTI), the Center for Strategic Studies and Management (CGEE) and the European Commission held the “Brazil-Europe International Seminar on Sustainable Urbanization and Nature-Based Solutions”. The event took place in the auditorium of the Conselho Nacional de Desenvolvimento Científico e Tecnológico (CNPq) [Brazilian National Council for Scientific and Technological Development]. CGEE President, Mariano Francisco Laplane, CGEE Director, Mr. Antonio Carlos Galvão, and CNPq President, Hernan Chaimovich were present at the event opening ceremonies. Also present were speakers Birgit de Boissezon, from the Directorate-General for Research and Innovation of the European Commission, Guilherme Wiedman, MCTI, analyst in Science and Technology, and Cristiano Cagnin, a technical advisor for CGEE. The European Union-Brazil Sector Dialogues Support Project was a partner in supporting the seminar, by means of the Brazil-Europe Exchange on the Theme of Nature-Based Technologies for Sustainable Cities, under the responsibility of Guilherme Wiedman.
Aiming at identifying the possibilities for bilateral collaboration, speakers from Brazil and the European Union spoke on actions related to the theme. Birgit de Boissezon presented the initiatives taken by the European Commission on renaturing cities, and explained her work. “We developed nature-based solutions for smart, green and inclusive cities”, she reported. “A merely technological solution does not exist. It becomes necessary to combine innovative solutions in the social, governance, financial and business areas. We need to approach the cities in a systemic and integrated approach, as an urban ecosystem, in itself”, she stated. The speaker emphasized the importance of the Sector Dialogues. “It is very good to share experiences and show that this kind of solution is worth trying”, she said
Guilherme Wiedman presented the Technologies for Sustainable Cities Program actions, developed by the Science and Technology Secretariat for Social Inclusion (Secis), of MCTI. One of the initiatives presented was the restructuring of the supply and production chain for bamboo in Brazil. To help support this initiative six Regional Centers of Applied Technology in Bamboo and a Technological Vocational Center in the State of Acre were created. At that opportunity, the analyst in Science and Technology spoke about sharing experiences. “The most important aspect in this cooperation program with the European Commission is the exchange of good practices, which makes it possible to find ways to make public policies converge and also contributes to defining the theme”, he pointed out.
In this regard, Guilherme Wiedman said that one of the objectives of the study being carried out by CGEE for the Ministry of Science, Technology and Innovation is to determine the most suitable concept of sustainable cities for science, technology and innovation policies. “We found out that creating cities also had a public health aspect to it, that is to say, prior to building a city, everything was destroyed, animals and plants included. Thus, the city has always been a non-nature space. Therefore, we found this concept of renaturing cities, which the European Commission is developing, very interesting”, he explained.
Guilherme Wiedman also said that expert Niki Frantzeskaki was hired in connection with the action Brazil-Europe Exchange on the Theme of Nature-Based Technologies for Sustainable Cities. She is going to map the European experiences in that field and identify those that are most consistent with the Brazilian reality. “Merely importing solutions without making the necessary adjustments won’t bring about results. It is necessary to learn about our peculiarities in order to adjust inspiring solutions to our reality”, she said.
