Public procurement in Brazil, the European Union public procurement market, and the laws and policies for the promotion of micro and small enterprises in government procurement processes were some of the topics discussed on 6th November in the Ministry of Planning, Development and Management (MP), during the Seminar on the Promotion of Micro and Small Enterprises in Government Procurement in Brazil and in countries of the European Union.
The meeting, which was held within the framework of the EU - Brazil Sector Dialogues, aimed to discuss the study presented by British professor Kamala Dawar, an expert in public procurement and international commercial law from the University of Sussex.
She examined a set of related practices in Europe and identified those contributing to increased participation of micro and small enterprises in procurement processes. Kamala commented on the role of MSMEs in reducing government costs, as well as driving the creation of jobs and the generation of income in countries. She also pointed to the importance of signing international public procurement agreements as a way to improve the efficiency and cost-effectiveness of processes.
The meeting was attended by representatives of the MP's Secretariat for International Affairs (Seain / MP), the MP's Management Secretariat (Seges / MP), the Counsellor of the European Union Delegation to Brazil, Carlos Oliveira, and the special secretary for Micro and Small Enterprises (Sempe / Mdic), José Ricardo da Veiga. Also present were representatives of the National Confederation of Industry (CNI) and the Brazilian Support Service to Micro and Small Enterprises (Sebrae).
