Brazilian and European experts participated in the International Seminar on Administrative Simplification and Reduction of Regulatory Administrative Burdens, which took place on 26 August, in Brasília. Sponsored by the EU-Brazil Sector Dialogues Support Facility and coordinated by the Ministry of Planning, Budget and Management (MPOG) and the European Union Delegation in Brazil (Delbra), this event was held under the bilateral action that aims to draw up a plan for administrative simplification. The idea is to reduce red tape and administrative burdens arising from regulation affecting Brazilian micro and small enterprises.
The opening session of the seminar was conducted ??by the Secretary of Public Management of the Ministry of Planning, Budget and Management, Ms Ana Lúcia Amorim de Brito, the deputy head of Analysis and Monitoring of Government Policies of the President’s Chief of Staff Office, Mr Jorge Rodrigo Araújo Messias, the deputy head of the EU Delegation in Brazil (Delbra), Mr Francisco Fontan Prado, and the president of the Brazilian Association of Regulatory Agencies (ABAR), Mr Vinicius Fuzeira de Sá e Benevides.
Ms de Brito stressed that the EU-Brazil Sector Dialogues Support Facility is a success story, with over 100 actions supported, 45 of which this year alone. She also highlighted the importance of the topic under discussion during the international seminar. "We need best practices to contribute to the improvement of public administration. Administrative simplification is a key element in building an environment that is favourable for citizens and businesses," she pointed out.
The seminar featured two panels: Administrative simplification strategy in regulatory actions that affect Brazilian micro and small enterprises and Pioneering experiences in European Union countries in administrative simplification. The first presentation was given by consultant Humberto Falcão Martins and the second by consultant Maria Manuel Leitão Marques. The participation of these two speakers was sponsored by the EU-Brazil Sector Dialogues Support Facility.
This international seminar marked the end of the initiative that included the hiring of experts to analyse pioneering experiences in EU countries (Netherlands, Belgium and Portugal) in administrative simplification aimed at reducing the regulatory burden on micro and small enterprises and identifying the state of the art of regulatory initiatives that affect Brazilian micro and small enterprises.
