On 7 November, the Brazilian Institute of Information Science and Technology (IBICT) and the Joint Research Centre (JRC) promoted the seminar Sector Dialogues on Life Cycle Assessment (LCA). During the event, held in Brasilia, speakers presented a study reporting on the current status of the LCA of products and services in Brazil and Europe, and a survey of inventory development, storage and dissemination techniques and methods, in addition to identifying barriers and solutions for national and international data integration. The presentation of the study was made by experts Edivan Cherubini, from Brazil, and Paulo Trigo Ribeiro, from Portugal.
"With this diagnosis, we are able to identify what needs to be done by Brazil. Thus, we can properly implement the LCA methodology in the country, "said Mr Cherubini. Mr Ribeiro , in turn, pointed out that the project is important to enrich work being conducted both in Brazil and the EU. "This exchange of experiences enables the identification of course of action that meet the needs of Europe and Brazil in order to stimulate, strengthen and enhance the development of the LCA technology, whether in its application in industry, companies or the government itself," he said.
Coordinated in Brazil by the IBICT, the LCA is a methodology to analyse the environmental impact of goods and services that helps in the development of public policies aimed at sustainable production and consumption. The IBICT has under its belt a cycle of eight years of work in the development of actions and public policies in this field.
Participants in the seminar included a representative of the JRC (European partner in the action), Mr Marco Recchione, as well asa representative of the EU Delegation in Brazil, Mr Michel Mouchiroud. Brazil was represented by the Ministry of Environment, the National Institute of Metrology, Quality and Technology (Inmetro), the Applied Economic Research Institute (IPEA), the Centre for Mineral Technology (Cetem), the National Industry Confederation (CNI), the National Bank for Economic and Social Development (BNDES), the University of São Paulo (USP), the Federal University of Santa Catarina (UFSC), the Brazilian Life Cycle Association (ABCV) and Brasken, a petrochemical company.
The JRC representative, Mr Recchione, identified cooperation between the EU and Brazil as being crucial. "Mainly because Brazilian industry is one of the suppliers of raw materials to European companies, and develop projects together, which is very important for both parties," he said.
The coordinator of the IBICT’s LCA programme, Ms Celina Rosa Lamb, reported that during the seminar saw the ratification of the format for the Brazilian LCA database, which is the ILCD - International Reference Life Cycle Data System, coordinated by the JRC; it was also decided that Brazil will continue with this work. "We have entered into a partnership with the United Nations Environment Programme (UNEP), the institution that coordinates the United Nations international programme. We have a project underway for the development of Brazilian inventories. With all these actions, the IBICT has achieved international recognition for its life-cycle initiative,"noted Ms Lamb.
This initiative was funded by the EU-Brazil Sector Dialogues Support Facility, which is jointly coordinated by the Ministry of Planning, Budget and Management (MPOG) and the European Union Delegation in Brazil (Delbra). This action, selected by the 7th call for participation, also included a mission of Brazilian IBICT representatives to European institutions specialising in the field.
