The seminar Intellectual Property in the Scope of Cooperation in Science, Technology and Innovation between Brazil and the European Union discussed how the management of intellectual property has been addressed in the joint research by Brazil and the EU, in addition to pointing out challenges and suggesting best practices.
The event was held in Brasilia on 12 December, 2014, and discussed the findings of a study sponsored by the EU-Brazil Sector Dialogues Support Facility on best cooperation practices in the field of intellectual property. The study assessed research projects accepted in three calls for participation made under this joint initiative in 2009, 2010 and 2012.
"Our goal was to identify shortcomings in the management of intellectual property within collaboration taking place between European and Brazilian partners which participated in projects selected by the joint calls, and provide suggestions of possible actions to overcome those obstacles," said the expert responsible for the study, the Brazilian lawyer Cristina Assimakopoulos.
The Secretary of Technological Development and Innovation of the Ministry of Science, Technology and Innovation (MCTI), Mr Armando Milioni, addressed the audience during the opening ceremony of the seminar. He made reference to the 10 years since the Innovation Bill was passed. "Ten years is a short time and we need to learn to wait for projects to come of age," he said.
Another guest speaker was the Assistant Secretary of Public Management of the Ministry of Planning and Budget (MPOG), Ms Marilena Ferrari, who stressed the importance of the EU-Brazil Sector Dialogues Support Facility as a successful international cooperation initiative. Also present at the opening ceremony were the director of Engineering, Physical Sciences, Humanities and Social of the National Council for Scientific and Technological Development (CNPq), Dr Guilherme Sales Melo, who pointed out the importance of the seminar theme, and the first counselor of the Commercial Affairs Section of the Delegation of the European Union in Brazil (Delbra), Mr Pedro Santos, who stressed that Brazil and the European Union maintain a solid partnership in science, technology and innovation.
The seminar programme included a panel discussion on the challenges in joint research. The panelists were: the MCTI’s coordinator for Intellectual Property, Ms Fernanda Magalhães; the director of the Department of Innovative Technologies of the Ministry of Development, Industry and Foreign Trade (MDIC), Mr Rafael Marques; the head of the CNPq’s Intellectual Property Support Service, Mr Rafael Andrade; and the president of the National Forum of Innovation and Technology Transfer Managers (Fortec), Ms Cristina Quintella.
The seminar was organised by the MCTI in partnership with the Joint Research Centre (JRC) , and was sponsored by the EU-Brazil Sector Dialogues Support Facility, an initiative coordinated jointly by the Ministry of Planning, Budget and Management (MPOG) and the Delegation of the European Union in Brazil (Delbra).
