The Ministério da Ciência, Tecnologia, Inovações e Comunicações - MCTIC [Ministry of Science, Technology, Innovations and Communications] held the “International Seminar on Regulation of Smart Grids”, on May 18 to 20, in Brasília. The objective was to disseminate successful European experiences in this area, and, thereby, provide elements for the regulation of this sector in Brazil. The event was sponsored by the European Union-Brazil Sector Dialogues Support Project, coordinated by the European Union Delegation to Brazil (DELBRA) and by the Ministério do Planejamento, Desenvolvimento e Gestão (MP) [Ministry of Planning, Development and Management].
At the opening of the seminar, Marcelo Barbosa, National Director for the Sector Dialogues Project, pointed out that the exchange of knowledge between European and Brazilian institutions has effectively contributed to the development of the Country in several areas, such as the regulation of electric smart grids. “Smart grids are an irreversible trend. It is the internet of things becoming part of our daily lives to bring savings and transparency. And the partnership between MCTIC and the Project is certainly essential to progress in this field”, he said.
Claudia Gintersdorfer, Deputy Head of DELBRA and Minister Counsellor, stressed that Brazil was the first official partner of the European Union, as a result of common efforts in the 60's. “This partnership was strengthened as of the 1st Brazil-European Union Summit, in 2007, and it became consolidated after the creation of the Sector Dialogues Project, in 2008. Its objective is to put in place the political understandings of both States”, he said. On that occasion, the Councillor Minister said that, amidst the crisis, the European Union increased by 30% the investment in technological research because it is an extremely important area to the growth of countries and the society.
In his speech, Eduardo Soriano, General Coordinator for Sector Technologies at MCTIC, said that the regulation of electric smart grids is essential for the technological development of the sector. “It is not possible to invest into technology without the applicable regulation. Now, with the merger of MCTI with the Ministry of Communications, we have the main areas necessary to develop the smart grids”, ensured Eduardo Soriano.
The opening ceremony of the event was also attended by Marcos Franco Moreira, Director of the Department for the Management of the Electrical Division of the Ministério de Minas e Energia (MME) [Ministry of Energy], and by Miguel Nery, President of the Agência Brasileira de Desenvolvimento Industrial - ABDI [Brazilian Agency for the Industrial Development].

The seminar gathered foreign and Brazilian experts, as well as representatives from electric power companies, universities and research centres to discuss the regulation course of smart grids in Brazil, as well as the industrial policy for the implementation and massive distribution of this technology. The discussions were opened with the presentation of a study prepared by Nouredine Hadjsaid, consultant at the laboratory 2Elab, in Grenoble, France. The expert mapped successful experiences with smart grids in Italy, France, Denmark, Germany and United Kingdom to support the Brazilian investments in this field.
Dante Hollanda, a technologist in Science and Technology at MCTIC, explained that smart grids use computing technologies in the electric power systems to improve effectiveness in terms of consumption, transmission and distribution of electric power to population. “The main focus of the smart grids is the consumer, who may better manage his/her consumption and reduce expenditures with electric power. Moreover, distributers will be able to reduce waste during the transmission between generators and consumption points. Today, some states waste up to 40% of the electric power produced as a result of the technical loss, theft and wrong measurement. With the smart grids, management will be improved and expenditures will be reduced”, he stated.
