With a view to discussing the perspective for implementing ombudsmen units in the Witness Protection Program (Programa de Protec?a?o a Vi?timas e Testemunhas Ameac?adas – PROVITA), the Special Secretariat for Human Rights (Secretaria Especial de Direitos Humanos – SDH), a component body of the Executive Office of the President of the Republic (Preside?ncia da República – PR) held a meeting in Brasília on November 11 with representatives of the participating entities and bodies in the initiative. The issue was addressed as part of the EU-Brazil Exchange on Victim and Witness Assistance Programmes” action, an effort supported by the EU-Brazil Sector Dialogues Support Facility.
According to the SDH’s General Coordinator for Witness Protection, Wellington Pantaleão, studies conducted by external and national experts reveal that there are currently not structures in place to hear the users of witness protection programmes in Brazil and Europe. “It is all new, both the partnership with the EU in this area as well as this type of communication channel” remarked Mr. Pantaleão. Implementation of ombudsmen units in PROVITA was recommended by the Brazilian Federal Court of Audits (Tribunal de Contas da União – TCU) in 2005. “We are 11 years behind schedule, but the cooperation with the EU spurred us to think about ways to build channels to ensure individuals under protection can be heard without compromising theirs safety”, Mr. Pantaleão proceeded.
To this end, the Substitute National Director of the Sector Dialogues Support Facility, Giovana Veloso, underscored the efforts of the SDH. “The Secretariat for Human Rights has been our partner since the Project’s second call, during which time we have undertaken 20 actions on issues of critical importance, such as this one”, noted the Director. The 8th Call, which provided support to 71 actions, is currently entering its final stages. However, a new Call will be launched in 2017 for the submission of proposals under the Project.
