Fifty-eight actions on twenty-two themes covered – this was the balance approved by the 8th Call for the Brazil-European Union Sector Dialogues Support Project, whose Assessment Commission met on June 16th. Accordingly, twenty-nine Brazilian institutions will have their activities paid for by the Project. One hundred eight actions were presented by Federal entities to improve public management. They were based on the exchange of experiences with the European Union and were analyzed by evaluators with respect to proposal consistency, budgetary feasibility, political relevance to both parties, sustainability and the concrete results they may achieve. The Project investment, except for the costs paid by Brazil, totaled more than 7 million Brazilian Reals, and these resources will be available as of July.
The impact of the Project has been far reaching. The number of proposals increased by 38%, relative to the last Call. The number of themes addressed increased (7th Call: 16; 8th Call: 22), and the number of participating Brazilian entities also went up by 52%. That shows greater interest in establishing a venue for cooperation between Brazilian and European institutions. This growth is also due to the fact that the Project has been well publicized and also to the assistance and follow-up provided to entities when preparing their proposals. With respect to actions selected for funding, there was a 56% increase relative to the previous Call, which means that more themes are covered by the Project and more entities are involved. Again, this growth demonstrates the multidisciplinary nature and the diversity of institutions involved, in Brazil and Europe.
After the selected priority actions are announced, the institutions will have until July 24 to transform their proposals into Terms of Reference, a document in which they will outline the activities to be performed. That being done, the actions will then be able to be implemented and must be completed by June 2016, when this stage of the Project will end.
Beneficiaries include seven institutions, which are participating in the process for the first time, namely: Agência Nacional de Transportes Terrestres [National Road Transportation Authority]; Banco Central do Brasil [Central Bank of Brazil]; Comissão Nacional de Energia Nuclear [National Commission for Nuclear Energy]; Instituto Brasileiro de Geografia e Estatística [Brazilian Institute of Geography and Statistics]; Instituto Nacional de Metrologia, Qualidade e Technologia [National Institute of Metrology Quality and Technology]; Secretaria da Micro e Pequena Empresa [Secretariat for Micro and Small Businesses] and Ministério das Comunicações [Ministry of Communications]. We can also include three dialogues which have yet to be established at this stage and which had not been discussed by the partners, to wit: Nuclear Energy, Statistics and Road Transportation.
