On 27 and 28 June, the Ministry of Environment (MMA) held a large seminar in Brasilia to disseminate the know-how gained through the Brazil-European Union exchanges on planning for emergencies with hazardous chemicals. Sponsored by the EU-Brazil Sector Dialogues Support Facility, the event served to present the experiences investigated by the Ministry staff in a recent mission to Europe and other experiences collected by expert consultants hired by the project.
So as to encourage discussion on environmental emergencies, the audience comprised staff from various ministries and federal and state environmental and health agencies, fire department officials, of Civil Defense and Federal Highway Patrol agents, representatives from industrial and transport associations, and from companies like Petrobrás and Vale, as well as university researchers.
"During the technical mission, we saw that the countries visited (Sweden and Italy) rely a lot more on the lessons learned ", says Ms. Mirian Oliveira, the MMAs coordinator of environmental emergencies, while highlighting the importance of evaluating past events when planning future actions. According to her, another key factor for success in emergency situations is the close coordination between the sectors and countries involved.
The Dialogue consultants, in their turn, visited EU countries to learn about the emergency facilities available and the relevant legislation in force, as well as the financial mechanisms that support emergency actions. Full cost recovery regimes, environmental insurance and public financing funds were some of the alternatives seen. "We wanted to find good examples to see what can be done here", says Ms Oliveira.
Now, the MMAs staff is preparing a final report compiling the best practices surveyed during the exchange programme and analysis debated during the seminar. "Our assessment is very positive. We have several actions underway in the medium and long term, particularly the implementation of the P2R2 (National Plan for Prevention, Preparedness and Response to Environmental Emergencies with Dangerous Chemicals) ", said Ms Oliveira.
