Coordinated by the European Union Delegation to Brazil (DELBRA) and by the Ministério do Planejamento, Orçamento e Gestão - MP [Ministry of Planning, Budget and Management], the European Union-Brazil Sector Dialogues Support Project held the “International Seminar on the Review and Consolidation of the Regulatory Inventory”, on April 29, at the headquarters of the Agência Nacional de Vigilância Sanitária - ANVISA [Brazilian Health Regulatory Agency], co-producer of the event. The seminar is part of the action Consolidation of Laws issued by Ministries and Regulatory Agencies, conducted by ANVISA.
The following representatives were present at the opening of the seminar: Pedro Santos, First Councillor for DELBRA's Trade and Investment Division; Marcelo Barbosa, National Director for the Sector Dialogues Project; Francisco Gaetani, acting Minister for Planning; Jarbas Barbosa, President of ANVISA; and Fernando Mendes Garcia, Director for Sanitary Regulation at ANVISA.
The seminar was geared towards technicians from Brazilian regulatory agencies and presented studies prepared by foreign and local experts hired by the Sector Dialogues Project. Andrea Renda, Senior Researcher Fellow and Head of the Regulatory Affairs Programme at the Centre for European Policy Studies, with headquarters in Brussels, Belgium, addressed the pioneering experiences of European countries in reviewing and consolidating their regulatory inventory. Lúcia Helena Salgado, professor at the University of the State of Rio de Janeiro, spoke about the current status of the consolidation of rules issued by the Brazilian federal regulatory agencies. The discussion also counted on the participation of João Alberto de Oliveira Lima, leader of the LexML Project at the Senate, and Erika Matos da Veiga, General Manager for Regulation and Good Regulatory Practices at ANVISA.
Pedro Ivo Sebba Ramalho, Adjunct Director for Institutional Management at ANVISA, mediated the discussions. He said that the work performed by the experts was technically advanced will be extremely useful for Brazilian regulatory agencies. “Brazil has a very comprehensive set of infra-legal rules, which, from now on, will be the object of the intervention methodology and proposals pointed out by the experts in their studies, prepared after a careful analysis of worldwide experiences and the Brazilian reality, in the sector of regulation”, he pointed out. Pedro Ivo Ramalho also stated that according to ANVISA, the partnership with the Sector Dialogues Project was essential to get this job done.
