On the second day of the 1st International Seminar on Regional Policy in the Global Context - Current Situation and Prospects, an event that comprises the First National Conference on Regional Development, important topics were discussed pertaining to the Sector Dialogue on Regional Integration Policies. Initially, discussions centred round regional policies in Brazil and the European Union. Afterwards, the impacts of the global crisis on regional policies were addressed. The seminar was held with support from the EU-Brazil Sector Dialogues Support Facility.
The director of the Directorate General for Regional Policy (DG REGIO), Mr. Ronald Hall, detailed several points related to regional policy and EU cooperation. He explained that the concentration of resources in poorer regions, coupled with the strategic focus on competitiveness and good governance are fundamental principles in European policy.
The executive secretary of the Ministry of National Integration, Mr. Alexandre Navarro, presented issues about economic inequality among the five Brazilian regions, illustrating that the Northeast contributes only 13% of Brazils GDP, while the Southeast contributes more than half. Navarro said that the European Union should serve as an example for regional development policies to be implemented in the country.
Professor Andy Pike, from the University of Newcastle, England, spoke about local and regional development in times of crisis, focusing mainly on the British and European setting during the post-2008 economic crisis period. Professor Pike explained that economic systems inevitably undergo periods of constant imbalances, and local economies are more adaptable to such economic volatility. He cited as an example the response of states and regions in Europe to the 2008 economic crisis, based on austerity, incentives, institutional change, rebalancing and experimentation.
