In May, a European group of experts in railway transportation went to Brasília to speak at the workshop “Brazil-European Union Knowledge Exchange on Railways” and to participate in technical meetings with representatives from public and private institutions working in that area. The mission was carried out by the Agência Nacional de Transportes Terrestres (ANTT) [National Land Transportation Agency] in connection with the European Union-Brazil Sector Dialogues Support Project, an initiative coordinated by the European Union Delegation to Brazil (DELBRA) and the Ministério do Planejamento, Desenvolvimento e Gestão (MP) [Ministry of Planning, Development and Management].
The following officials participated in the opening session of the workshop: Head of the Information Society Sector at DELBRA, Councillor Augusto de Albuquerque; National Deputy Director for the Sector Dialogues Project, Giovana Veloso; ANTT Director Marcelo Vinaud; VALEC Director for Engineering, Mário Mandolfo; ANTT Executive Superintendent, Aloísio Carvalho; and ANTT Superintendent for Cargo Railway Transportation Infrastructure and Services, Alexandre Porto.
The goal of the event was to approach matters related to the railway transportation system from the European viewpoint. The themes covered at the workshop included Competition for improving user service, the role played by market regulators, Safety Culture for preventing accidents, and Investigation of railway accidents. These topics were addressed by Klaus Uhl, from MC Mobility Consultants GmbH; Coen Timmerman, from the Authority for Consumer & Markets; and Richard Lockett and Peter Mihm, from the European Railway Agency, respectively.
According to ANTT Executive Coordinator, Yoshihiro Nemoto, all these topics fall under the ANTT areas of competence and contribute to a global perception of railway operations. “We can say that the workshop was a successful experience, not only due to the high level of the presentations and discussions, but also considering the number of participants. A large number of people enrolled in the workshop and attended the panel sessions. The audience was comprised of public servants from ANTT and technicians from other transportation agencies”, he informed.
Other activities
Three important private meetings were held, in addition to the workshop: one with the ANTT technical staff, in which specific topics were discussed; another meeting with representatives from the Ministério dos Transportes, Portos e Aviação Civil (MT) [Ministry of Transportation, Ports and Civil Aviation], Departamento Nacional de Infraestrutura de Transportes (DNIT) [National Department for Infrastructure in Transportation] and Empresa de Planejamento e Logística (EPL) [Planning and Logistics Company]; and a third meeting with representatives from private institutions, which are necessary to carry out the projects developed by the public sector.
According to Yoshihiro Nemoto, the mission provided for an important knowledge exchange between partner institutions from Europe and Brazil. “The presence of European experts at ANTT enabled an exchange of experiences with professionals dealing directly with issues related to railway transportation in the European Union. The organization of the event, which consisted in closed meetings and an open-access workshop, provided for the optimization of the mission and technical improvement”, he pointed out.
