Members of Brazil’s federal government, Brazilian and international specialists and representatives from hundreds of civil society organisations from around the country met in Brasilia between 21 and 23 of May at the 2nd International Seminar on the Civil Society Regulatory Framework. The event discussed the development of the agenda for the Civil Society Organisations Regulatory Framework (or Mrosc, the acronym used in Brazil).
Currently pending in Congress, the Mrosc aims to regulate relations between the government and organisations such as foundations, associations and public interest organisations (Ocips), among others. The work to create the Mrosc began in 2010 and involved more than 50,000 organizations, social movements and networks of civil society organisations.
According to the General Secretariat of the Presidency, in Brazil there are about 300,000 civil society organisations, mostly in the areas of education and health. The Mrosc aims to establish clear parameters to regulate the relationship between these organisations and the authorities and safeguard the legal security and political and financial autonomy of the former.
The 2nd Seminar was organised by the General Secretariat of the Presidency, with the support of the EU-Brazil Sector Dialogues Support Facility (EU Delegation in Brazil and Ministry of Planning, Budget and Management) and the United Nations Development Programme (UNDP). The event is part of the Social Participation Arena, opened on 21 May by President Dilma Rousseff, who also launched the National Policy for Social Participation and National Commitment to Social Participation.
