The Secretariat for Human Rights of the Presidency of the Republic (SDH/PR) sent a technical mission to Paris and London to foster exchanges between Brazil and the European Union in the promotion and protection of the rights of the homeless population. Between 3 and 7 June, three Brazilian specialists met with representatives of various civilian and governmental social assistance institutions in the two cities.
Mr Pedro Henrique Angoti, SDH technical advisor for international cooperation, Mr Carlos Ricardo, SDH human rights coordinator for the homeless population, and Mr Samuel Rodrigues, representative of the National Movement of the Homeless Population, had a first-hand perspective of the work of organisations referred to by the European Union as references in the support of this population. "It was an opportunity to learn about the best practices adopted by our European partners", said Mr Angoti.
Public policies for the homeless population have been implemented in these cities the longest; therefore, the staff believes that many of the experiences found there may be adapted to the Brazilian reality and serve as a basis for the development of the relevant policies in Brazil. "They already have many policy and legal instruments aimed at ensuring the rights of this population", said Mr Angoti.
In July, exchanges will be followed up with a seminar in Brasilia to be attended by representatives of some of the institutions visited in Europe and several active Brazilian experts. In addition to discussions, recommendations will be made for public policy development, focusing on the multiplication and dissemination of the know-how acquired.
