As part of the 10th anniversary of the Protection Programme for Human Rights Defenders (PPDDH), promoted by the Human Rights Secretariat of the Presidency (SDH-PR), various activities were held in Brasilia, Brazil, between the 4 and 7 November to discuss the development and implementation of the PPDDH, make an assessment of actions in the last decade and chart new directions for the coming years.
The event targeted technical teams running the PPDDH in partnership with state governments and the federal government. On 5 November, one of the discussion panels on the boundaries between visibility and exposure in the use of social networks within the PPDDH, was sponsored by the EU-Brazil Sector Dialogues Support Facility, which is jointly coordinated by the Ministry of Planning, Budget and Management (MPOG) and the European Union Delegation in Brazil (Delbra). This activity is part of the action supported under the Sector Dialogue on Human Rights, whose Brazilian partner is the SDH-PR and the European counterpart is Delbra.
The panel addressed the use of social networks to give visibility to actions and militancy of the defenders included in the Protection Programme. Participating in the roundtable were representatives of two international civil organisations working for the protection and defense of human rights: Artigo 19, represented by Ms Julia Lima, and Front Line Defenders, represented by Ms Andrea Rocca, whose visit to Brazil was sponsored by the EU-Brazil Sector Dialogues Support Facility. The General Secretariat of the Presidency was represented by the Director of Social Dialogue, Mr Fernando Matos.
The speakers stressed the importance of a case-by-case assessment of the appropriateness of using the internet to enhance the debate and the struggle for human rights. If, on the one hand, social networks can give visibility to the actions and militancy of defenders included in the programme, exposure in certain cases may jeopardise the safety of threatened human rights defenders and the technical teams involved.
10 years of the PPDDH - The Protection Programme for Human Rights Defenders (PPDDH) of the Human Rights Secretariat of the Presidency of the Republic (SDH / PR) was created in 2004 to adopt and coordinate measures that ensure the protection of persons in situation of risk or threat due to their role in promoting or defending human rights.
Book Launch – The launch of the book 10 ANOS PPDDH: Contribuições cotidianas para a história dos Direitos Humanos no Brasil (10 YEARS of the PPDDH: daily contributions to the history of human rights in Brazil) wrapped up the series of events. The work portrays the importance of the PPDDH in the promotion and defense of HRs in Brazil, featuring accounts by several people who participated at some point in the creation of the Programme, reports of defenders who have been included and taken off the Programme, members of technical teams, team coordinators, members of civil society that comprise the PPDDH’s National Coordination and the federal government, and former managers of this policy.
