Esteemed Representatives of the EU Directorate-Generals,
From March 2015 onwards, the Support Facility will issue the 8th Call for Proposals, when several Brazilian institutions will contact Directorate-Generals of the EU to discuss action proposals to be funded by the Facility. One of the requirements for submitting these proposals is the seconding letter (‘De acordo’) from a Directorate-General (signed by the Head of Unit or higher position – model available).
In this initial phase, the concept of the action is discussed and the institutions may be required to provide any further information deemed necessary. All proposals will subsequently be assessed by the Project Evaluation Committee, comprising the EU Delegation to Brazil and the National Project Directorate. It is up to the Committee to assess all proposals, approving them in their entirety or partially, or rejecting them altogether.
There being partial approval, the applicants must consider the funding constraints set by the Committee and revise the initial proposal for the next stage, when preparing the Terms of Reference. In this second stage, the European partner will again be contacted with the revised details of the initial proposal. If funding is not available for all the activities proposed, the Brazilian and European institutions may wish to discuss which of the activities could be prioritised for the funds available. When the Terms of Reference have been finalised, one of the requirements for its approval is a Green-Light Email from the respective Directorate-General and sent by the technician designated to keep abreast of the action in the seconding letter (‘De Acordo’).
Finally, it must be noted that the Brazilian Institutions are not aware of all the costs of the items requested, since the reference values have been removed from the project execution contract (signed between the EU Delegation to Brazil and the contracted company). Thus, the ‘cost of each expert category’ is defined in the contract and the ‘per diems’ are aligned with those of the European Union’s reference table. The remaining values are mere references based on the ‘market price’. When the actions are carried out, the company hired is responsible for seeking budgets from different firms for each of the services required. As for airfares, the company should seek the one with the lowest price at the time.

“Subject: Opening of the 8th Call for Proposals of the “EU-Brazil Sector Dialogues Support Facility”
1. The “EU-Brazil Sector Dialogues Support Facility” hereby announces the opening of the 8th Call for Proposals to fund actions to be carried out upon the approval of the Terms of Reference by 30 July 2016. For this occasion, the project will receive proposals on any topic areas of common interest between Brazil and the European Union, as provided for in the Joint Action Plan, adopted at the 5th Brazil-European Union Summit.
The Project Implementation Manual, containing guidelines for partner institutions to participate in the selection process of the Call for Proposals, is available on the Project website, under the option “Project/Documents” (www.dialogossetorias.org). In accordance with the rules set forth in the Manual, the 8th Call will be split into two subsequent phases, namely:
1) Action proposal – pre-qualification phase of the actions, which must be submitted between 12 March 2015 and 20 May 2015, by completing the specific electronic form available in the link above. Proposals arriving by 20 May 2015, meeting all requirements and providing all information required by the Manual and the form will be assessed in the meeting of the Evaluation Committee.
Proposals must be submitted by bodies and agencies of the Brazilian Federal Public Administration, along with the compulsory attachment of the document proving that the European Union partner institution agrees with the action (‘De acordo’).
2) Terms of Reference – this is a subsequent stage, in which the partners whose proposals have been selected should fill out the action`s Terms of Reference in the specific online form available in the afore-mentioned link. Please note that the Terms must be finalised in the system, printed, signed and sent to the Project National Directorate – DNP within the deadline specified and published jointly with the result of the assessment of the action proposals. This phase requires that the email (‘Green Light’) should be attached proving that the EU partner institution is knowledgeable of the final version of the Terms.
For the 8th Call, the Project Advisory Committee approved the adoption of the following criteria in the selection of actions (in order of priority):
Prioritisation Criteria:
a) proposals related to priority themes of mutual interest covered by the Joint Action Plan and the last Brazil-European Union Summit, in order to create a new culture of strong bilateral relations based on reciprocity, balance of complementary of interests;
b) proposals complying with the key results expected of the Project, namely: the strengthening and expansion of EU-Brazil relations through active implementation of international instruments (memoranda of understanding, agreements, letters of intent, among others) signed between the European Union Directorates-General and the Brazilian Institutions, or the creation of platforms or forums to promote, expand or structure dialogue on issues considered central to both parties;
c) continuity or further development of actions already supported by the project through its last call for proposals, and which have shown real ability to contribute to the strengthening and broadening of EU-Brazil bilateral relations. In these cases it is important that these actions should complement what was set out in the original plan of activities;
d) proposals involving new issues of mutual interest that require support to structure or re-organise the Dialogue, with an effective ability to promote new relations and partnerships between the EU and Brazil. In these cases, it is necessary to include the different activities to be supported by the project, and which will contribute to achieving the goal above.
Tiebreaking Criteria:
a) involvement in the action of a larger number of institutions and partners, which may include other federal government institutions or private sector, academic, or civil society actors or from other levels of government;
b) The concentration of actions in very few institutions, or in a single unit of the same institution or in one theme will be avoided. The project strives for involvement of a larger number of Brazilian and European institutions, and strives to meet the needs of the highest possible number of dialogues."
