In September, the Ministry of Planning, Development and Management (Ministério do Planejamento, Desenvolvimento e Gestão – MP) and the National School of Public Administration (Escola Nacional de Administração Pública – ENAP) sponsored the “II Innovation in Public Management Week” and the “International Seminar in Governance, Innovation and Development”, drawing representatives of Academia and international authorities to discuss measures to improve public sector management. The events were organised under aegis of the 8th Call of the EU-Brazil Sector Dialogues Support Facility, a joint initiative of the EU Delegation in Brazil (DELBRA) and the MP.
Taking part in the opening ceremony were the Minister of Planning, Dyogo Oliveira, President of ENAP, Francisco Gaetani, the Secretary of Public Management at the MP, Gleisson Rubin, the Minister-Counsellor of DELBRA, Augusto de Albuquerque, the Director-Representative of the Development Bank of Latin America (CAF) in Brazil, Victor Rico, and the Deputy Director of Public Governance and Territorial Development of the Organisation for Economic Co-operation and Development (OECD), Luiz de Mello.
Minister Dyogo Oliveira said that the objective of the discussions was the development of an innovation agenda for citizens. “Despite the difficulties, we have determination, the initiative, to move forward with actions aimed at enhancing management processes”, he noted. The minister also remarked that the seminar will contribute to offering potential avenues for State action. “More than that. We are also interested in ensuring the event provides an opportunity to speed up the consolidation of relationship and knowledge exchanges centred on the country’s challenges” concluded Minister Oliveira.
According to Francisco Gaetani, the event and the issues discussed are of fundamental importance, primarily given Brazil’s current economic and institutional challenges. “The programme was set well in advance based on negotiations in which many of the current challenges were anticipated. In addition, it reflected our concern with addressing the structural problems facing the country, breaking with traditional short-term approaches, and working, instead, on identifying the deeper, more systemic solutions we need to address in order to overcome the obstacles growth and renewed national development” concluded Mr Gaetani.
“It is a pleasure to be here at the II Innovation Week. I attended the first edition and cannot praise the Ministry of Planning’s exceptional team enough for so successfully introducing, executing and implementing innovation actions in the public administration. This is of fundamental importance for us in terms of the EU-Brazil Sector Dialogues Support Facility”, said Augusto de Albuquerque. “Innovation processes often occur in a disorganised manner. Activities such as this are aimed at organising the effort”, he added.
In addition, the minister noted that because the MP is a federal organisation Brazil has a natural advantage in relation to the EU, where the implementation of initiatives by the various member States tends to take longer.
As part of the event, ENAP signed memorandums of understanding with the OECD and the School of Public and Environmental Affairs of Indiana University.
Seminar
The events held as part of Innovation Week were designed for experts and lead officials in specific segments of the public sector. The purpose was to foster discussion on issues in connection with the State’s role in promoting development and innovation.
During the conference, roundtables and major addresses were delivered to consider a variety of international development and management models. The principal topics included: Governance and innovation in the public sector: the importance for development; Connected citizens: perspectives and challenges for social engagement; ICT revolution: the government’s new role in the information society; Governance and quality of government, and Culture of innovation: entrepreneurship with social impact.
