More than 100 people from 30 federal government bodies, institutions, entities and the European Union (EU) took part this Wednesday (May 3rd) at the National School of Public Administration (ENAP), in Brasilia, in the Project Qualification Workshop of the Sector Dialogues Support Initiative between the European Union and Brazil. The objective is to enable participants to prepare proposals for the 9th call of phase IV of the Sector Dialogues.
The initiative is an international cooperation to enable projects of common interests. In this 9th call, R$ 3 million will be available, which will promote projects in the following priority areas: air transportation; maritime transportation; science and technology; information society, including digital government and innovation for the public sector; public procurement; human rights and agriculture.
On May 31st, the deadline for the submission of the projects will be closed. The results will be announced on June 12th at the Sector Dialogues website http://www.eubrdialogues.com.
The director of the Department of Modernization of Public Management of the Ministry of Planning, Development and Management (MP), Luis Felipe Monteiro, explained that the purpose of the workshop is not only to evaluate individually each pre-project, but to “allow participants to reflect and develop together more integrated, strategic projects that are a priority in various ministries". Monteiro also revealed that this edition received a record number of pre-projects and believes that they will be very well evaluated.
Partnership - The representative of the European Union Delegation in Brazil (DELBRA), Maria Rosa Sabbatelli, highlighted the partnership between the EU and Brazil, that began in 2007. Over the last ten years, between Brazil and the EU, more than 200 actions in 30 specific areas were completed, such as economic, environmental or social areas, among others. "This partnership is an exchange of experiences of mutual interest that involves several areas," she said.
In this 9th meeting, Maria Rosa unveiled a change and a new approach. According to her, the instrument financing this new stage is new and complementary in support of the EU's external policies. "Before it was a development tool, now it is a partnership. So far, the priority was the interest of the beneficiary country, in this case, Brazil. Now the interest becomes mutual".
Phase IV of the Sector Dialogues also counts on the participation of the Ministry of International Relations (MRE) to evaluate and select the projects. MRE adviser Viviane Balbino emphasized the partnership between Brazil and the EU. "The change in the regulatory funding framework gives us the opportunity to align foreign policy on both sides. With this change, the recommendation is that the bodies of the Federal Public Administration interact with their International Counsellors and with the MRE".
Sector Dialogues - They are strategic instruments for strengthening and enhancing cooperation between the EU and Brazil. Currently, there are about 30 dialogues mapped between Brazil and the EU on the most diverse topics, which are based on principles of reciprocity and complementarity, and aim at the exchange of knowledge and experiences in areas of mutual interest. The Ministry of Planning, Development and Management (MP) is the entity that manages the Projects of the Support Initiative to the Sector Dialogues between the European Union and Brazil, through the National Directorate.
