A mission from the Ministry of the Environment (Ministério do Meio Ambiente – MMA) and the Brazilian Institute of Geography and Statistics (Instituto Brasileiro de Geografia e ?Estatística – IBGE) to the Netherlands in July, which included the participation of technical experts from a variety of federal agencies, provided members of the delegation an opportunity to exchange experiences on monitoring of maritime and coastal zones in Brazil and integrating ground elevation and deep water systems.
The visit encompassed visits to the School of Civil Engineering and Geosciences at the Technological University of Delft (TU Delft), the Deltares Institute, the Hydrographic Service of the Royal Netherlands Navy and the Rijkswaterstaat (Directorate-General for Public Works and Water Management of the Dutch Ministry of Infrastructure and the Environment). The delegation also conducted visits to the Maeslant Storm Barrier Rotterdam and Sand Engine projects, in addition to a tour of the Fugro, a Dutch firm engaged in providing services to the petroleum and gas exploration and production industry.
“The objective of the technical mission was to learn about the solutions adopted by the Netherlands, with a view to formulating and executing a pilot project aimed at building a solution for the methodological development and application of a coastal vertical reference system (Sistema Costeiro de Referências Verticais – SCRV)”, said Salomar Mafaldo, an Environmental Analyst at the Department of Land Zoning, a component body of the Ministry of the Environment (Ministério do Meio Ambiente – MMA) and a member of the mission.
According to Mr Mafaldo, it is not yet possible to determine with any level of accuracy the impacts from rising sea levels along Brazilian coastal areas or the adaptation and mitigation measures that should be adopted in response, both challenges an effective SCRV system could help to address. “Therefore, it is critical that Brazil develop the methodology and apply a coastal vertical reference system capable of connecting maritime reference levels with ground elevation systems.
In addition to Mr Mafaldo, mission participants included Roberto Teixeira Luz, Vertical Networks Manager (Gerente de Redes Vertical – GRRV) at the IBGE, Mário Martins Valle, Oceanographer at the Brazilian Geological Service (Serviço Geológico do Brasil), Major Marcus Fabiano da Silva Saldanha, Chief of the 3rd Section of the Directorate for Geographical Services of the Brazilian Army (3a Seção da Diretoria de Serviço Geográfico do Exército Brasileiro), Captain Corveta César Henrique de Oliveira Borba, Head of the Tidal Section (Seção de Maré) at the Brazilian Navy’s Hydrographic Centre (Centro de Hidrografia), and Navy Captain João Franswilliam Barbosa of the Ministry of Defence (Ministério da Defesa).
Workshop
At the “Contributions to a Ground Elevation and Maritime Integration Project for Coastal Management” Workshop in July, participants discussed the need for integrated altimetric (altitude and depth) information based on Brazilian and European experiences.
Over the course of the two-day event, Brazilian researchers held academic discussions on the issue through presentations on a range of national experiences. The event drew representatives of the Brazilian Navy, Army, Ministry of Defence (Ministério da Defesa – MD), Ministry of the Environment (Ministério do Meio Ambiente – MMA), Ministry of Planning, Development and Management (Minstério do Planejamento, Desenvolvimento e Gestão – MP), Brazilian Geological Service (Serviço Geológico Brasileiro – CPRM), Brazilian Institute of Geography and Statistics (Instituto Brasileiro de Geografia e Estatística – IBGE) and Brazilian and European universities.
“The event was highly positive and enriching, and served stimulate policy and technical discussions among the key Brazilian institutions dedicated to issues in connection with continental altimetry and marine bathymetry, in addition to the invaluable contributions of representatives from leading European institutions”, added Mr Mafaldo.
Beyond the exchange of expertise among participants, a major outcome of the event involved official establishment of the Committee on Integration of Vertical Ground and Maritime Components (Comitê de Integração dos Componentes Verticais Terrestre e Marítima – CICVTM) as a component part of the National Commission of Cartography (Comissão Nacional de Cartografia – CONCAR). The measure is intended as formal recognition of the challenge and the first step toward development of a work plan”, said Mr Mafaldo.
