Six public servants from the Secretaria de Política de Informática - SEPIN [Secretariat for Computing Policies] of the Ministério da Ciência, Tecnologia e Inovação - MCTI [Ministry of Science, Technology and Innovation] participated in a mission to Europe, in April, to learn about the best practices in policies, programs and tools, in the field of Information and Communications Technology (ICT). The activity is included in the action “Digital Agenda: Brazil-European Union Dialogue on Policies for a Digital Society”, coordinated by MCTI and sponsored by the European Union-Brazil Sector Dialogues Support Project.
The Brazilian mission was comprised of the following delegates: Manoel Cardoso da Fonseca, Secretary for Computing Policies; José Henrique Dieguez, General Coordinator for Computer Services and Programs; Marcelo Souto Maior, Division Head for Hardware and Research & Development; Alessandro Nunes Campos, Division Head for Microelectronics; Ciro Eduardo Ferreira, Analyst in Science and Technology, responsible for international cooperation; and Diogo Borges Bezerra, Analyst in Science and Technology, responsible for public policy strategy.
The MCTI representatives visited three Belgian cities. In Leuven, they visited IMEC, global leader in research on nanoelectronics. This entity carries out important projects in the field of advanced manufacturing (industry 4.0) and the internet of things, one of the MCTI priority areas. In the city of Ghent, they visited the iMinds Institute, a reference in ICT, particularly in terms of software. They also run several projects that include hardware, such as Internet of things applications for smart cities and the manufacturing sector. In Brussels, they met with representatives from the Directorate-General for Communications Networks of the European Commission, in order to revise ongoing cooperation policies and plan new objectives. The meeting happened as a parallel activity to the event “Net Futures”, where matters such as the state of the art in ICT, regarding political and technological aspects, were discussed. On that occasion, the Secretary for Computing Policies at MCTI spoke about the Internet of the Future in Brazil.
The Brazilian delegation also visited the Fraunhofer Institute, in Bonn, in Germany. An international reference in IT, the institution develops several projects in microelectronics, software, hardware, internet of things, technological entrepreneurship and industry 4.0, an example of integration between government, the academic community and the business world to foster science and technology. According to Ciro Eduardo Ferreira, “In addition to enabling us to come into direct contact with the state of the art in science and technology, the technical visits made it possible for us to identify cooperation synergies and realize the importance of government-academia-business integration in this sector”.
In terms of concrete results, a proposal for a Memorandum of Understanding among MCTI, IMEC and Fraunhofer will be prepared. These entities have been identified as potential partners for training and qualifying public servants and to be included in SEPIN projects, such as the Startup Hardware. “This type of partnership is essential to devise and collect ideas aimed at formulating public policies. A mere reading of the contents on science and technology websites or programs from other countries is not enough to grasp the scope of public policies. According to Ciro Eduardo Ferreira, it is important to establish direct contact with representatives from distinguished institutions in order to seek synergies. The Sector Dialogues Project makes such contacts possible”.
