With the support of the EU-Brazil Sector Dialogues Support Facility, this year the Ministry of Planning, Development and Management (Ministério do Planejamento, Desenvolvimento e Gestão – MP) coordinated the “EU-Brazil Exchange in Innovation in the Public Sector” action, in October and November, the initiative sponsored mission to Europe, with a view to fostering innovative practices in the management and delivery of public services in the Federal Public Administration.
Shared Service Centres
Two staff members of the MP’s Secretaria of Management (Secretaria de Gestão – SEGES), Daniel Mol Marcolino, Project Manager in the Department of Management Modernization (Departamento de Modernização da Gestão – INOVA), and Virgínia Bracarense Lopes, Director of the Procurement Centre (Central de Compras), travelled to Lisbon, Portugal, in November to learn more about how the Entity of Shared Services of the Public Administration (Entidade de Serviços Partil?hados da Administração Pública – ESPAP) works.? At the institution’s headquarters, the Brazilian representatives met with members of the Board of Directors and sector directors of EPSAP, as well as representative of the General Secretariat of the Ministry of Economy (Secretaria Geral do Ministério da Economia).
“We are confident that the lessons learned from the experience will serve as a valuable contribution to implementation of our Shared Services Centre (Centro de Serviços Compartilhados) project. We were able to identify a correlation between the various institutions of the Portuguese and Brazilian Public Administrations. In this light, Portuguese practices served as a reference for more effectively understanding the process of implement a shared services model”, reported Daniel Mol Marcolino.
The Shared Services Centre project is intended to create a specialized unit to deliver shared administrative services to bodies and agencies of the federal executive branch as means for reducing supply chain costs for shared administrative services, ensuring economies of scale, quality and efficiency.
Digital Government
Also travelling to Lisbon in November were Luiz Carlos Miyadaira Ribeiro Junior, General Coordinator of Innovation and Technology at INOVA, and Wagney Schunk de Godoy, Deputy Secretary of the MP’s Secretariat of Information Technology (Secretaria de Tecnologia da Informação). The specific matter tackled by the two officials during their visit was automation and streamlining of public services. These issues are encompassed within the concept of Digital Government, which refers to the use of digital technologies as an integral part of government modernization strategies aimed at generating benefits to society as a whole.
While in the Portuguese capital, the representatives of the MP conducted a visit to the Agency for Modernization of the Administration (Agência para a Modernização Administrativa –AMA); the Ministry of Health’s Shared Services unit (Serviços Compartilhados do Ministério da Saúde – SPMS); the Registry and Notaries Institute (Instituto dos Registros e Notariado – IRN), a component of the Ministry of Justice; and the Office of President of the Council of Ministers (Presidência do Conselho de Ministros), where the Brazilian officials met with the Minister of the Office of President and Administrative Modernization, Maria Manuel Leitão Marques.
“The visits to the AMA were valuable, as they provided a clearer understanding of the key structural aspects of Digital Government, including interoperability platforms and customer service channels”, stated Luiz Carlos Miyadaira. According to Mr. Miyadeira, an interoperable platform is represents a lay of software that enables integration between government bodies or entities through their systems, thereby foster the exchange of data and services. For their part, customer service channels refer to what the Portuguese call the Citizen Shop (similar to the Federal District’s “Na Hora” tool) and the Citizen Space, where users can consume digitized services with the assistance of a civil servant.
“The visits to the health and justice agencies were valuable, in that they provided an opportunity to get a first-hand look at successful cases of service digitization, which allowed government entities to break a recurring cycle which remains in place in Brazil – compartmentalized information, normative redundancies, and the citizens having to travel from agency to agency continuously – to a setting marked by effective digital service”, noted Mr. Miyadeira The General Coordinator for Technology Innovation at INOVA stated that the exchange of experiences on the issue generated pertinent information for the planned review of Brazilian policy and projects in the area of Digital Government.

Culture of Innovation
In October, INOVA’s Project Manager, Luanna Sant'Anna Roncaratti, and the General Coordinator for Information and Knowledge Management at the National School of Public Administration (Escola Nacional de Administração Pública – ENAP), Andrea de Faria Barros Andrade, took part in a mission to Europe to learn more about successful initiatives to promote innovation, an experience that will contribute to a review of Brazil’s regulatory framework and implementation of new management practices.
In London, the Brazilian representative visited a number of initiatives, including: the National Endowment for Science Technology and the Arts (NESTA), a foundation engaged in public sector innovation; the Behavioural Insights Team, which applies behavioural sciences to government actions for purposes of influencing decision-making and, in this manner, increase efficiency in the public administration; the Social Investment Business Group, the purposes of which is to provide incentives to the social investment ecosystem in the United Kingdom and fund projects with an impact; and Social Finance, focused on the construction of capacities and networking.
The federal officials also travelled to Brussels, Belgium, where they visited the offices of the European Commission’s Directorate-General for Communication Networks, Content and Technology and toured initiatives in innovation, such as Futurium, a project aimed at knowledge management and the development of proposals and projects with citizens, and Startup Europe, a programme dedicated to incentives and networking.
According to Luanna Roncaratti, the visits are already proving a valuable inspiration to the culture of innovation in the Brazilian public sector, particularly with respect to the types of relationships maintained with the private sector. “A major and pleasant surprise on the mission was the people management programme implemented by the Belgian Ministry of Social Security. The experience reveals how methodologies aimed at controlling results, based on offering civil servants greater latitude, are effective strategies for boosting productive and creativity”, she argued. “As of now, we will emphasise analyses of Brazilian legislation, with a view to identifying potential actions capable of benefits from the experiences considered. The mission will service to provide a solid foundation for implementing changes”, concluded Ms Roncaratti.
