On June 30, the Ministério do Trabalho [Ministry of Labour] held a seminar on Regulation for Occupational Safety and Health, in Brasília. On that occasion, a comparative study on Brazilian and European regulations on the theme was presented and discussed. Based on guidelines defined at the event, participants will make proposals for an Official Guide for Developing and Reviewing Regulatory Standards on Occupational Safety and Health in Brazil. The matter is being addressed in the context of the 8th Call of the European Union-Brazil Sector Dialogues Support Project, an initiative coordinated by the European Union Delegation to Brazil (DELBRA) and the Ministério do Planejamento, Desenvolvimento e Gestão (MP) [Ministry of Planning, Development and Management].
In Brazil, regulatory standards are prepared by the Secretaria de Inspeção do Trabalho (SIT) [Secretariat for Labour Inspection] of the Ministry of Labour. The regulation process starts with the preparation of a draft containing a basic technical text and proceeds with the following stages: public consultation, a tripartite discussion, final analysis and publication. Explaining that the guide will contribute to produce clearer and more concise regulations, Alexandre Scarpelli, Coordinator for Systematization and Records at SIT, highlights that “learning about the regulatory process on this matter in the European Union is very important to improve the rulemaking process in Brazil”.
The opening ceremony of the event was attended by the Secretary for Labour Inspection, Maria Teresa Pacheco Jensen; the Head of the International Advisory Office at the Ministry of Labour, Ney Canani; the Second Secretary for Trade at DELBRA, Adam Wisniewski; and the National Director of the Sector Dialogues Project, Marcelo Mendes Barbosa.
In his talk, Marcelo Barbosa explained that the sector Dialogues Project, created in 2008 to enhance cooperation between Brazil and the European Union, works by means of calls, and the current one sponsors 71 actions on 24 different themes, and counts on the participation of 29 Brazilian federal entities and 21 similar institutions in Europe. “In order to enable the exchange of experiences, the initiative promotes missions, studies and events like this one. We hope that today’s discussion proves to be fruitful and foster the creation of a safer working environment in Brazil”, he emphasized.
The Ministry of Labour has participated in the Sector Dialogues Project since 2010. It has developed four actions in the area of occupational safety and health, addressing the following matters: risk management while using machinery and equipment; revision of civil construction standards; revision of safety standards for work at heights; and risk assessment in machines.
