In November, the Information Systems and Digital Cultural Collections action, sponsored by the European Union-Brazil Sector Dialogues Support Project, carried out a mission to Amsterdam, Holland, to improve the existing knowledge on digitizing and providing access to cultural collections over the Internet. The Brazilian delegation was comprised of José Murilo Costa, General Coordinator for Digital Culture of the Secretariat for Cultural Policies of the Ministry of Culture (MinC); Geyzon Bezerra Dantas, Coordinator for Innovation, Standards and Software at the General Coordination Office for Digital Culture of the Ministry of Culture; Cyntia Bicalho Uchoa, General Coordinator for Cooperation and Bilateral Affairs at the Office of the Director for International Relations of the Ministry of Culture; and Rose Miranda, General Coordinator for the Museum Information Systems of Instituto Brasileiro de Museus – IBRAM [Brazilian Institute of Museums].
At the Dutch capital, the delegation attended the annual meeting of Europeana, the digital library of the European Union, and visited several institutions working with digital collections, such as the Rijksmuseum, the National Archives, the National Library, the Ministry of Education, Culture and Science and also Europeana headquarters. The person in charge of operations, Cyntia Bicalho believes that the mission opened up good opportunities. “The meeting between mission delegates and the various members of the Europeana network and institutions gave rise to new relationships and partnership opportunities. Moreover, the opportunity to contact the Ministry of Education, Culture and Science reinforced political ties between official institutions in both countries”, she said.
According to Cyntia Bicalho, the most important topic discussed during the event and the technical visits was global interoperability of libraries, archives, museums and audiovisual materials, since MinC is promoting initiatives to implement a National Policy for Digital Cultural Collections. “For the first time, as representatives of Brazil, we had the opportunity to present the Tainacan solution, an interoperability arrangement developed in partnership with the Federal University of Goiás (UFG), at the Europeana General Meeting, which brings together a community of institutions from 27 European countries working in this area”, she reported.
The Brazilian delegation also met with representatives of the Rights Statements initiative, which promotes an interoperability arrangement for licensing metadata. The idea is to solve undue obstacles created by copyright laws for accessing and reusing collections made available in digital format. “The plan is use Tainacan to test the technical solutions they should start publishing as of January”, informed Cyntia Bicalho.
The mission to Amsterdam is one of the three action fronts of the Ministry of Culture under the aegis of the European Union-Brazil Sector Dialogues. Experts will be hired to develop theme-related products and hold a final seminar scheduled for June 2016.
