Representatives of the Ministry of National Integration (Ministério da Integração Nacional – MI) conducted an official mission to Europe in September to study urban and regional development policies. The mission was funded by the EU-Brazil Sector Dialogues Support Facility, an initiative of the EU Delegation in Brazil (DELBRA) and the Ministry of Planning, Development and Management (Ministério do Planejamento, Desenvolvimento e Gestão – MP).
During the mission, Brazilian representatives travelled to Lisbon, Portugal, to visit the Directorate-General for Territory (Direção-Geral do Território – DGT), the Regional Coordination Commission of Lisbon and Vale do Tejo (Comissão de Coordenação da Região de Lisboa e Vale do Tejo – CCDR LVT) and the Development and Cohesion Agency (Agência para o Desenvolvimento e Coesão). The group also visited the Joint Research Centre’s unit in Seville, Spain, and the Institute of Catalan Studies (Institut d'Estudis Catalans) in Barcelona. In Brussels, Belgium, Brazilian professionals participated in meetings of the Directorate-General for Regional and Urban Development (DGRegio) of the European Commission, for purposes of establishing new partnerships.
Marlon Cambraia, Secretary of Regional Development of the MI, and Paulo Amparo, Coordinator for Monitoring and Assessment of Regional Policies of the Secretariat of Regional Development (Secretaria de Desenvolvimento Regional – SDR) took part in the mission. Also participating in the mission were João Mendes, Department Director of the Secretariat of Government of the Executive Office of the President (Secretaria de Governo da Presidência da República), Aristides Monteiro, Technical Specialist in Planning and Research of the Directorate for Regional, Urban and Environmental Policies of the Institute for Applied Economic Research (Diretoria de Estudos e Políticas Regionais, Urbanas e Ambientais do Instituto de Pesquisa Econômica Aplicada – IPEA), and Cláudio Stenner, Geography Coordinator of the Brazilian Institute of Geography and Statistics (Instituto Brasileiro de Geografia e Estatística – IBGE).
According to Giuliana de Abreu Correa of the General Coordinating Office for Regional and Territorial Planning (Coordenação-Geral de Planos Regionais e Territoriais) of the SDR, the mission provided an opportunity to discuss issues “relating to the consolidation of new urban centralities to support the National Regional Development Policy.” Specifically, information was gathered on investments and structural plans in Europe aimed at assuring the sustainability and economic competitiveness of cities.
“The mission gave us the chance to foster interaction and exchanges between Brazil and the EU on the construction of a network of polycentric cities to promote the deconcentration and inward expansion of regional and national development, thereby strengthening centralities on different geographical scales”, concludes Ms Abreu Correa.
Event
In May, the Ministry of National Integration examined the issue at an event in Brasília. The “Role of new urban centralities in the design of a polycentric Brazil” seminar brought together academic and government institutions with experience in the study of medium-sized cities and urban networks.
“The purpose of the event was to launch a discussion on building a methodology to determine the portfolio of priority infrastructure investments required for Brazil mid-sized cities, with a view to making them more competitive and strengthening their role as vectors of regional development”, says João Mendes.
