By invitation of the European Union, representatives of the Brazilian Committee to Prevent and Combat Torture visited the European External Action Service, in Brussels, Belgium, and the Council of Europe, in Strasbourg, France, during an official mission, in June. The mission also included visits to two prisons in Berlin, Germany: the Plötzensee Prison and the Heidering Prison, one of the most modern prisons in the world. On that occasion, guidelines to foster national policies for human rights were discussed, with a focus on actions to improve the Brazilian correctional system.
The mission is included in the context of the 8th Call of the European Union-Brazil Sector Dialogues Support Project, an initiative coordinated by the European Union Delegation to Brazil (DELBRA) and the Ministério do Planejamento, Desenvolvimento e Gestão (MP) [Ministry of Planning, Development and Management].
The following delegates participated in the mission: Catarina Pedroso, Márcia Anunciação Maia Pereira, José de Ribamar de Araújo e Silva and Deise Benedito, members of the Mecanismo Nacional de Prevenção e Combate à Tortura [National Preventive Mechanism], Expedito Solaney Pereira de Magalhães, Representative of the Central Única dos Trabalhadores (CUT) [Unified Workers’ Central], Dalila Eugenia Maranhão Dias Figueiredo, Representative of the Associação Brasileira de Defesa da Mulher, da Infância e da Juventude (ASBRAD) [Brazilian Association for the Defence of Women, Children and Youth], Dalila Fernandes de Negreiros, Technical Advisor for the Secretaria Especial de Direitos Humanos [Special Secretariat for Human Rights], Edmundo Theobaldo Müller Neto, Assistant for the Office of the Chief of Staff of the Ministério da Defesa [Ministry of Defence], César Augusto Baldi, Technical Assistant for the Civil Office and Maria Gabriela Viana Peixoto, Ombudswoman at the Sistema Penitenciário Nacional [Brazilian Correctional System] of the Ministério da Justiça [Ministry of Justice].
According to Flávia Santos Porto Martins, General Coordinator for the Accompaniment of International Cooperation Programs of the Secretariat for Human Rights, the initiative “is geared towards establishing a direct communication channel between the Brazilian and European actors involved in carrying out public policies in this area, so that they can exchange good institutional experiences in the matter, with a view to fostering, and developing them”.
According to Dalila Figueiredo, the mission was very important in the sense that it provided different viewpoints on the correctional system. “Many lessons were learned, such as the correctional policy adopted by different countries, visitation procedures, case monitoring, transfer to non-state public institutions, as well as other mechanisms”.
Also according to her, the mission was an opportunity to establish a dialogue with “several authorities, who expressed their views on combating torture and inhuman and degrading treatment, among other concerns. Other topics discussed were the fight against terrorism, mass migration and the serious violations of human rights, particularly those committed against women and children refugees”.
