The Brazil-European Union Summit on Human Rights Defenders, which took place in Salvador (Bahia - Brazil) on 31 October, held a public hearing on actions for traditional peoples and communities, and launched the book The Ten Faces of the Human Rights Struggle in Brazil. In addition, the event organised a visit to the Tupinambá Village, home of Chief Babau, an indigenous leader included in the Protection Programme for Human Rights Defenders (PPDDH), of the Secretariat for Human Rights of the Presidency of the Republic (SDH-PR).
The public hearing, which had a roundtable format, discussed political actions that contribute to the creation of a new model of development, highlighting the social practices of traditional communities in Brazil, and addressed issues such as identity, territory, culture, education, traditional knowledge and sustainability. The debate was attended by ambassadors, Brazilian authorities and representatives of traditional communities in Bahia - formed by mestizos, native coastal communities, resource gatherers, indigenous people, fishermen, maroons and riverside populations, among other peoples.
The ambassador of the European Union in Brazil, Ms Ana Paula Zacarias, alongside representatives from Belgium, Slovenia, Sweden, Finland, Netherlands, UK and Ireland participated in the round-table debate. Representing the SDH-PR was the director of the Department of Human Rights Defense, Mr Wellington Pantaleon, and the general coordinator of the Protection Programme for Human Rights Defenders, Ms Fernanda Calderaro.
The PPDDH was established in 2004 and aims to adopt and coordinate measures to ensure the protection of persons at risk or threat due to their role in promoting or defending human rights. The programme is present in the Brazilianb states of Bahia, Minas Gerais, Espírito Santo, Pernambuco, Rio Grande do Sul and Ceará. The states where the programme is not yet in place are assisted by the Federal Technical Team of the Federal Programme, coordinated by the SDH-PR.
Launched during this event, the book The Ten Faces of the Human Rights Struggle in Brazil was published with sponsorship from the EU-Brazil Sector Dialogues Support Facility. This work is the result of a partnership between the SDH-PR and the European Union and is an account of complaints by ten defenders included in PPDDH from various regions in the country, the motivations behind their struggle and the challenges each one has had to face4.
In the Tupinambá Village that was visited lives the indigenous leader Rosivaldo Ferreira da Silva, better known as Chief Babau, one of the defenders included in the book. He is one of the PPDDH beneficiaries as a result of his role in defending the rights of the Tupinambá people. The village is located in the municipality of Buerarema, in the south of Bahia, an area exposed to fierce land disputes between Indians and farmers. The visit included a delegation consisting of ambassadors, representatives from Delbra, the SDH-PR and organised civil society bodies, members of the clergy, movements struggling for land ownership, settlers, squatters, maroon communities, several indigenous groups, city councilors, shop owners and business people from the region.
These activities were sponsored by EU - Brazil Sector Dialogues Support Facility, which is jointly coordinated by the Ministry of Planning, Budget and Management (MPOG) and the European Union Delegation in Brazil (Delbra). The event in Salvador was supported by the Department of Justice, Citizenship and Human Rights of the State of Bahia (BA-SJCDH) and held at the Federal University of Bahia (UFBA).
