A mission of the Ministério de Ciência, Tecnologia, Inovação e Comunicações (MCTIC) [Ministry of Science, Technology, Innovation and Communications] to Europe, in July, discussed genetic material sharing between Brazil and the European Union under the Nagoya Protocol.
Andrea Ferreira Portela Nunes, General Coordinator for Biodiversity and Ecosystem Management at MCTIC, Manuela da Silva, Coordinator of Biological Collections and Advisor to the Vice President for Research at Fiocruz, and Ana Yamaguishi, representing the Department of Genetic Heritage (DPG) of the Ministério do Meio Ambiente [Ministry of Environment], participated in the mission.
This activity is included in the 8th Call of the European Union-Brazil Sector Dialogues Support Project, an initiative led by the European Union Delegation to Brazil (DELBRA) and the Ministério do Planejamento, Desenvolvimento e Gestão (MP) [Ministry of Planning, Development and Management].
During the mission, the delegates visited the Natural History Museum in London, UK, where a presentation on Brazilian law was made. The presentation highlighted the needs of Brazil as genetic record provider and requirements for using Brazilian genetic material. In Brussels, Belgium, the members of the delegation participated in a work group in which they discussed the Brazilian legislation and the implementation of the Nagoya Protocol in the European Community.
"The mission was important to establish the bases for a dialogue among countries that are typically users of Brazilian genetic heritage (especially in the private sector) and have a renowned tradition of reciprocity and biological material exchange with Brazil," said Andrea Nunes. According to her, these discussions favor the implementation of national legislation when it comes to the relationship with other countries, as Brazil has not yet ratified the Nagoya Protocol.
As a result of the mission and of the workshop held in Brazil, a document containing recommendations to the Brazilian government on how to better implement national legislation and improve relations with other countries as regards access to Brazilian genetic heritage is being prepared," she concludes.
