Between September 30 and October 8, 2014, a group of Brazilian experts participated in technical visits to major European centers working with marine research in France and Germany and participated in a meeting and a conference on the subject in Italy. Comprising the Brazilian delegation were members of the Working Group in Marine Research, created in 2013 under the Brazil-European Union Bilateral Agreement in Scientific and Technological Cooperation.
The international mission is part of an action selected in the 7th call for participation by the EU-Brazil Sector Dialogues Support Facility, an initiative coordinated jointly by the Ministry of Planning, Budget and Management (MPOG) and the European Union Delegation in Brazil (Delbra). The mission comprises the dialogue on Science and Technology and its Brazilian partner institution is the Ministry of Science, Technology and Innovation (MCTI) while is European counterpart is the Directorate-General for Research and Innovation.
Participants in the mission were: from the MCTI, Mr Andrei Polejack and Ms Janicce Trotte, both working in the Coordination for the Sea and the Antarctic of the Secretariat for Research and Development Policies and Programmes (SEPED / MCTI); from the Federal University of Pernambuco (UFPE), Prof. Moacyr Araujo; from the Federal University of Rio Grande do Sul (FURG), Prof. José Muelbert; and from the University of Vale do Itajaí (Univali-SC), Prof. Jose Angel Perez.
The purpose of the mission was to lay the groundwork for effective communication between Brazilian and European marine research experts, produce technical documents for the Working Group on Marine Research, identify potential activities besides those already under way for effective cooperation in marine research and plan the implementation of joint research activities through a Work Plan, so as to enable monitoring and assessment.
During the mission, the Brazilian delegates made technical visits to the Institut Français de Recherche pour l'Exploitation de la Mer (IFREMER), the Institut Universitaire Européen de la Mer (IUEM) and the University of Western Brittany (UBO), in Brest (France). In Kiel (Germany), the delegates visited the Helmholtz-Zentrum in für Ozeanforschung (GEOMAR) institute.
The Brazilian delegates were also invited to participate in a meeting on strengthening cooperation in research on the Atlantic hosted by the BILAT Programme (Atlantic Ocean research - Detecting new ways of information exchange for enhanced collaboration) in Rome, Italy. "The meeting provided an overview of the Galway Declaration, a document that sets out the objectives of the European Union, the United States and Canada to align ocean observation efforts in the North Atlantic, improve the health of oceans and promote the sustainable management of their resources," says Mr Polejack. Representatives of various European, US and Canadian institutions were in attendance, as well as representatives from Brazil and South Africa, invited due to the importance of the South Atlantic on the dynamics of the entire Atlantic Basin.
In the Italian capital, the Brazilian delegation also attended the Eurocean Conference, which brought together leading European researchers in ocean science. The Brazilian delegates had the opportunity to make contact with representatives from European organisations and authorities with a view to future partnerships. "The MCTI was called to act as a partner institution in the study of the Atlantic Basin, but further discussions are required on how the partnership will be implemented," says Mr Polejack.
