The Ministério da Agricultura, Pecuária e Abastecimento (MAPA) [Ministry of Agriculture, Livestock and Supply] held, in July of this year, the seminar “Maritime Transport of Live Animals”. The objective of the event was to present the results of the mission to Europe, also in July, of technicians Mirela Janice Eidt and Libio Peixoto Rodrigues, Federal Inspectors working with the Office of the General Coordinator of the Vigilância Agropecuária (VIGIAGRO) [International Farming Surveillance System].
These activities are part of the European Union-Brazil Sector Dialogues Support Project, a joint initiative led by the European Union Delegation to Brazil (DELBRA) and the Ministério do Planejamento, Desenvolvimento e Gestão (MP) [Ministry of Planning, Development and Management].
The meeting was attended by Pedro Correa Neto, Director of the Department for Integration and Social Mobility and Deputy Secretary for the Secretariat for Social Mobility of the Rural Grower and Cooperativism of MAPA, Giovana Veloso, Deputy Director of the Sector Dialogues Support Project, and Pedro Soares, First Councillor for DELBRA's Trade and Investment Division. Mirela Eidt and the experts assigned to this action, Nathalia Eisenberg and Adriano Gomes Páscoa, also participated in the event as speakers.
In his opening speech, Pedro Soares stressed the importance of the Sector Dialogues Project. “This is a project that attempts to exchange experiences and technical information. And we are here today to discuss a topic which impacts the economy, agriculture and trade,” he adds, as further reinforcement to the cooperation agenda between the EU and Brazil in the field of agriculture.
In her speech, Giovana Veloso stressed that the project has been supporting MAPA actions since 2012, with a total of 11 initiatives. She explained that “the Ministry of Agriculture, Livestock and Supply has already established a strong partnership with the European Union in view of the fact that a Memorandum of Understanding has already been signed by the parties. From the very beginning, we have already supported actions in various theme areas”.
“The issue of animal welfare is a new one, but of vital importance to the Ministry”, said Pedro Correa Neto, who also praised the MP and DELBRA for the Sector Dialogues Support Project. “This issue of animal welfare is part of the everyday life of rural producers and is closely linked to good agricultural and sustainability practices”, he adds.
According Nathalia Eisenberg, who has extensive experience in operations in the port of Cartagena, Spain, the topic is important because it is linked to the early days of maritime transport. Additionally, it has become an even greater concern nowadays, in view of factors such as globalization, technological advances and implications regarding environmental impacts. In her speech, she also presented an overview of the rules for maritime transport of live animals in the European Union.
Adriano Páscoa explains that “when the work is done correctly, the results are positive both for the animals and for people working with these animals. The financial results are also positive”. According to him, it is important to establish a difference between beef production and the export of livestock – another market niche that still offers numerous opportunities.
Mission to Spain
During the mission to Europe, Mirela Janice Eidt and Libio Peixoto Rodrigues visited the cities of Murcia and Cartagena, in Spain, to learn about mechanisms used to transport live animals in that country.
According to Mirela, the goal of the mission was to provide an opportunity for exchanging experience and technical and scientific information with professionals working in the national veterinary service which controls the export of live animals by sea, with a focus on animal welfare. She says that “the objectives were achieved, and we were able to establish valuable collaboration on future MAPA actions, such as training animal handlers during boarding and disembarking operations”.
“The idea is to engage all the parties in a joint effort to build solid and applicable legal grounds”.
