The recent experience of social housing policies in the European Union and Brazil was the subject of two lectures given by Professor Christine Whitehead, of the Department of Economics, London School of Economics, and Professor Fernando Garcia, PhD in Economics from the University of São Paulo (USP). The two events were held in São Paulo and Brasilia, on 2 and 4 September, respectively, under the auspices of the Ministry of Cities.
Professor Whitehead was responsible for the foreign expert analysis and research on social housing policies in the European Union, while Professor Garcia was the local expert who conducted a survey of the history and current status of social housing policy in Brazil. The work of the two consultants was sponsored by the EU-Brazil Sector Dialogues Support Facility, and coordinated by the Ministry of Planning, Budget and Management and the EU Delegation in Brazil (Delbra).
In the lecture on Social Housing in Europe: development and challenges, Professor Whitehead explained how social housing works and assessed the effectiveness and equity of European housing policy, describing the framework of social housing policy and presenting instruments to subsidise social housing both in Brazil and in the EU.
"Europe offers more products for public housing, with specific subsidies and increased taxes, and is undergoing a revitalisation of such programmes so they can become self- sustaining," explained Professor Whitehead.
Professor Fernando Garcia, in his turn, presented the lecture The structure of housing financing and subsidy policy in Brazil. He exposed the main public housing subsidy programs used in Brazil and presented detailed information on benefits according to various profiles, such as family income and state of the federation.
The consultant of the Ministry of Cities stressed the need for a continued assessment of the housing policy currently in place. "Experience is opening paths to discuss the housing shortage with a critical eye," Prof Garcia pointed out.
The action carried out a survey of aspects relating to subsidy programmes in the European Union and Brazil, including: socioeconomic and demographic profiles of the families receiving housing subsidies, number of families benefited and total subsidy sums involved.
These lectures were an initiative of the National Department of Housing of the Ministry of Cities (MCidades) and of Cities Alliance, with support from the City of São Paulo, as part of the Action Comparative Analysis of Financing and Subsidy Policy in Social Housing: Brazil and European Union, promoted by the dialogue on Regional Integration Policies. The lectures served to present the results of bilateral studies on the subject.
