The systems of insurance against accidents at work were the object of a technical mission held between 8 and 10 September by two civil servants of Brazil’s Ministry of Social Security (MPS) to the National Institute for Insurance against Accidents at Work in Italy (INAIL) in Rome . The mission was funded by the EU-Brazil Sector Dialogues Support Facility, which is jointly coordinated by the Ministry of Planning, Budget and Management (MPOG) and the European Union Delegation in Brazil (Delbra).
At the headquarters of INAIL, the Brazilian delegation attended meetings to learn about the Italian system of insurance against accidents at work, with a special emphasis on funding mechanisms for insurance against accidents at work, the granting of accident benefits and the provision of vocational rehabilitation services.
"On the first day, we were greeted at the General Directorate of INAIL by representatives of key areas in the institute, such as the prevention of occupational accidents, risk assessment, economic assessment, health assessment, return to work, communication , supervision and actuarial advisory," explained the general coordinator of the MPS Insurance Policy Against Accidents at Work and of Inter-institutional Relations, Mr. Paulo César Andrade Almeida.
On the second day, the Brazilians were received by the president of INAIL, Mr. Massimo De Felice. They then visited a technical-operational unit dedicated to the provision of benefits in the Centre Square Institute in Rome, where they also visited physicians' offices related to analysis of causality between illnesses and work.
On the last day of the mission, the delegation visited the Vigorso de Budrio prosthesis centre. Located in the province of Bologna, it is an international reference centre for techniques in the manufacture, installation and fitting of prostheses and orthoses.
The mission’s findings informed a comparative analysis between the systems of insurance against accidents at work in Brazil and those in the EU. The result of the analysis was presented at an international seminar held on 18 and 19 September, in the auditorium of the Ministry of Social Security (MPS), in Brasília.
