On May 15, the Ministério da Transparência, Fiscalização e Controle (MTFC) [Ministry of Transparency, Inspection and Control] held the “1st International Workshop on Citizenship Education for Children and Adolescents”, in Brasília. The activity is part of an action sponsored by the European Union-Brazil Sector Dialogues Support Project, an initiative coordinated by the European Union Delegation to Brazil (DELBRA) and the Ministério do Planejamento, Desenvolvimento e Gestão (MP) [Ministry of Planning, Development and Management].
“It is very important to think about the future. We cannot focus only on repression and detecting frauds. We have to build a more ethical and honest business environment”, stated Carlos Higino Ribeiro, MTFC Executive Secretary, at the opening ceremony of the event. In this regard, MTFC Secretary for Transparency and Prevention of Corruption, Claudia Taya, said that education for citizenship is an extremely relevant work, since it influences the lives of a whole generation. “It requires a great deal of effort, since this matter is currently not included in the core curriculum of Brazilian schools. However, the results are rewarding”, he stated.
MP Adjunct Secretary for Management, Aline Soares, also stressed that it is necessary to create a culture that values ethics and respect towards public property. “This may be taught to our children and adolescents”, she stressed. She also spoke of the importance of the Sector Dialogues Project to the knowledge exchange between Brazil and the European Union on matters that are relevant to these countries and their populations. “This is a successful initiative on international cooperation. It is not a matter of financial support alone. In fact, it is all about technical cooperation among institutions”, she pointed out.
During the workshop, civil organizations and governmental agencies shared their education actions geared towards citizenship awareness and prevention of corruption with professionals from institutions working in that area or who intend to approach the issue. Representatives from the following entities spoke at the event: Aflatoun International, Observatório Social do Brasil [Social Observatory of Brazil], Instituto Maurício de Sousa [Maurício de Sousa Institute], Visão Mundial [World Vision], Canal Futura [Futura TV Channel], Instituto Ayrton Senna [Ayrton Senna Institute], Conselho Nacional Ministério Público (CNMP) [National Council of the Public Prosecutor's Office], Programa Nacional de Educação Fiscal (PNEF) [National Program for Tax Education] and Portal Plenarinho – Câmara dos Deputados [Plenarinho Portal - House of Representatives].
Audria Cristina Coelho Constantin, MTFC Analyst for Finances and Control, who visited the headquarters of Aflatoun International, in Amsterdam, the Netherlands, said that the exchange of experiences with partner institutions from Brazil and Europe was very positive. “This action enabled us to learn how to deal with adolescents, since, until then, we were working only with providing citizenship education to children. “We now intend to develop and implement an ongoing program for this public.”
