In September, Instituto Nacional da Propriedade Industrial – INPI [National Industrial Property Institute] staff members, Alessandro Bunn Bergamaschi, head of the Division for Strategic Projects (DIGEP), and Rodrigo Moerbeck, head of the Division for Planning and Institutional Performance (DPLAD), visited three European intellectual property offices: The European Patent Office (EPO) and the German Patent and Trade Mark Office (DPMA), both based in Munich, in Germany, and the Intellectual Property Office of the United Kingdom (UKIPO), located in the City of Newport, in Wales. The technical mission is part of the action Technical Cooperation for the Exchange of the Best Planning and Management Practices in Intellectual Property Offices, sponsored by the European Union-Brazil Sector Dialogues Support Project.
According to Alessandro Bergamaschi, the in-site experience with the planning and strategic management practices of the European offices will contribute to the knowledge transfer process and its application, and will also assist INPI’s team at the Office for General Coordination of Planning and Budget (CGPO) in preparing and managing institutional performance indexes. “The information obtained during the visits will be used to prepare a portfolio of management indices in line with the best international practices, which will make it possible to measure results and manage institutional performance, support the critical analysis of results obtained and of the decision-making process, contribute to the continuous improvement of organizational processes and enable a comparative analysis of the organization’s performance”, stressed the head of DIGEP.
Alessandro Bergamaschi also expects that the exchange of experiences among the INPI staff members and their colleagues from European offices results in greater technical cooperation. Procedures will be harmonized, and that will lead to greater operation efficiency for all the countries involved. Moreover, he believes that the technical visits provide for a greater knowledge of the international intellectual property scenario and the impacts of public policies on the theme.
