In the field of Civil Space Cooperation, the European Union-Brazil Sector Dialogues Support Project sponsored a mission to the city of Ispra, in Italy, in November. The Brazilian representative of the Mapping Urban Settlements in Fine Scale action, Laercio Namikawa, Senior Technologist at the Image Processing Division (DPI) of the Instituto Nacional de Pesquisas Espaciais (INPE) [National Institute for Space Research], participated in meetings with the group that developed the Global Human Settlement Layer (GHSL) platform, at the Institute for the Protection and Security of the Citizen (ISPC) of the Joint Research Centre (JRC).
At these meetings, the results of the Brazilian urban settlements mapping effort produced with images sent by the RapidEye satellite were analyzed and adjustments that need to be made to improve detections were discussed. They also talked about the installation of the GHSL platform at INPE. “We concluded that there are no big problems with the hardware and software. A Web Map Server (WMS) for the training set should be implemented”, reported Laercio Namikawa.
Namikawa also participated in the workshop during which the Impact tool, which uses DPI/INPE technologies, was presented. “At that time, it was decided that this tool should use a new version which will be made available by DPI/INPE”, informed Laercio Namikawa, who also visited the European Crisis Management Laboratory, where he learned about technologies for an emergency management situation room.
Forest monitoring
Egidio Arai, Senior Technologist at INPE, and Marcos Adami, Adjunct Researcher, representatives of the action on Forest Degradation Monitoring by Remote Sensing also participated in the mission. They visited JRC, where they participated in a technical workshop on forest monitoring via remote sensing.
Methods and tools for the global monitoring of tropical forests were discussed at that meeting. Also included in the discussion agenda was the possibility of using data from the European Space Agency (ESA) Sentinel-2 satellite for monitoring forests. “This experience served to expand mutual knowledge on the methods and tools used by Brazilian and European partners in monitoring tropical forests and to establish a closer relationship among participating researchers”, stated Egidio Arai.
