The European Union-Brazil Sector Dialogues Support Project, an initiative coordinated by the European Union Delegation to Brazil (DELBRA) and by the Ministério do Planejamento, Orçamento e Gestão (MP) [Ministry of Planning, Budget, and Management], held the workshop “Innovating Together”, on April 27, at the Escola Nacional de Administração Pública - ENAP [Brazilian School of Public and Business Administration], in Brasília. The event counted on the participation of representatives from 22 entities and institutions from the Brazilian public administration, comprising the Rede de Inovação em Governo (InovaGov [Portuguese acronym for Government Innovation Network]). These representatives met to share experiences and seek innovative solutions for challenges and problems faced by the public sector.
The following representatives were present at the opening session of the workshop: Augusto de Albuquerque, Head of DELBRA's Information Society Sector; Giovana Rocha Veloso, National Deputy Director for the Sector Dialogues Project; Luanna Roncaratti, Deputy Director for the Modernization of Public Management of the Ministério do Planejamento, Orçamento e Gestão - MP [Ministry of Planning, Budget and Management] and Project Manager; and Fernando de Barros Gontijo Filgueiras, Director for Communication and Research at ENAP [Brazilian School of Public and Business Administration]. Luis Felipe Salin Monteiro, Director for Public Management Modernization of the MP, participated in the event from a remote site.
The workshop was conducted by Sabine Junginger, a German researcher and consultant for the Sector Dialogues Project. According to her, the challenges that government have to face nowadays require a different approach, when seeking solutions. “Currently, networks are the best means to achieve innovation”, she pointed out. Sabine Junginger has a Ph.D. in design by the Carnegie Mellon University in Pittsburgh, in the United States. She is a visiting professor at the Macromedia University of Applied Sciences and Fellow at the Hertie School of Governance, both in Berlin, Germany.
According to Luanna Roncaratti, Project Manager for the Innovation Network of the Secretariat for Management of the MP, the event was successful and met the expectations of the institutions involved. She pointed out that “the workshop enabled the sharing of experiences among participants and provided for joint work around projects for the consolidation of an ecosystem that is favourable to innovation in the public sector, and which will contribute to improve public services and processes in Brazil”. Luanna Roncaratti added that the workshop stressed “how important it is for the public sector to foster innovation in cooperation with multiple actors, such as representatives from the private initiative, civil society and the academic area, which will be incorporated to the InovaGov Network in the future”.
