The European Union-Brazil Sector Dialogues Support Project, by means of the action Mechanisms for Consultation on Strategic Industrial Standards for Regulatory Convergence between Brazil and European Union, sent two civil servants from the Instituto Nacional de Metrologia, Qualidade e Tecnologia - INMETRO [National Institute of Metrology, Quality and Technology] to Europe in October. The technical mission was staffed by Jorge Antônio da Paz Cruz, General Coordinator for International Articulation at INMETRO, the mission operating officer, and Gustavo José Kuster de Albuquerque, Head of the Foreign Articulation and Development of the Special Projects Division at INMETRO.
Since the purpose of the project was to learn about the European Union regulatory system, the Brazilian delegates visited several relevant institutions. In Brussels, Belgium, they visited the European Commission, the Product Safety Forum of Europe, the European Committee for Standardization and the European Committee for Electrotechnical Standardization. In London, United Kingdom, the Brazilian delegates from INMETRO visited the Better Regulation Delivery Office, the International Federation for Inspection Agencies, Intertek International Ltd and the Underwriters Laboratories. Lastly, they visited the Laboratoire National de Métrologie et d'Essais and the Organisation for Economic Co-operation and Development, in Paris, France.
Meeting agendas included matters of interest to INMETRO, such as the technical regulatory process in Europe and its actions as the Focal Point for Technical Barriers to Trade as established by the World Trade Organization TBT Agreement. It operates as an information center for consultation regarding technical regulatory matters and compliance assessment.
Jorge Antônio da Paz explained that the European technical regulatory process covers regulation and de-regulation rules, the relationship between normalization and regulation, the infrastructure for market inspection, and border control regarding admission of products that are regulated in Europe. The activities of the Focal Point for the WTO TBT Agreement cover: the notification process of technical regulations to the WTO, comments on notices submitted to the WTO by member countries, translation of the technical regulations submitted by WTO member countries, and answers to consultations submitted by focal points.
According to the General Coordinator for International Articulation at INMETRO, the mission was very positive. “In addition to learning about the European Union regulatory system, we had the opportunity to start discussions on regulatory convergence”, Jorge Antônio da Paz pointed out.
