In September, the Ministry of Science, Technology, Innovation and Communications (Ministério da Ciência, Tecnologia, Inovações e Comunicações – MCTIC) organised “ICT Week”. The objective of the event was to foster exchanges and discussion on digital technologies.
The conference was the product of MCTIC-led initiatives advanced and supported by the EU-Brazil Sector Dialogues Support Facility through four specific actions: Cyber-Security, Internet of Things, Over The Top Content (OTT) and 5G Technology. The event held at the Universidade Corporativa dos Correios in Brasília, Federal District, September 20th to 23rd, reserved a full day for each topic.
The initiative grew out of expanded EU-Brazil Dialogue on the Information Society and creativity at the last Joint EU-Brazil Commission Dialogue on Cyber-Policy in April 2015.
Participants at the opening session on Tuesday, September 20th, included Gilberto Kassab, Minister of the MCTIC, General Sérgio Westphalen Etchegoyen, Minister of the Office of Institutional Security (Gabinete de Segurança Institucional – GSI), and Claudia Gintersdorfer, Deputy Chief of the EU Delegation in Brazil (DELBRA). Also in attendance were Maximiliano Martinhão, Head of the Secretariat of Informatics Policy (Secretaria de Política de Informática – SEPIN) a component body of the MCTIC, Aline Ribeiro Dantas Soares, Deputy Secretary of Management at the Ministry of Planning, Development and Management (Ministério de Planejamento, Desenvolvimento e Gestão – MP), Senator Wellington Fagundes, Chairman of the Senate Future Committee, and Federal Deputy Alexandre Leite, Chairman of the House Science, Technology, Communications and Informatics Committee.
“I could think of no more appropriate way to open this meeting than to underline, at the outset, the importance of the event for EU-Brazil relations. We gather for yet another edition, with the objective of further cementing our relationship in the field of technology, one of fundamental importance in today’s world. We are in a globalised world, and globalisation takes place, primarily, through technology”, stressed Minister Gilberto Kassab.
According to the minister, the importance of a close working relationship between the two sides in a diversity of fields, including culture and social development and health and education, is self-evident, yet what unites efforts in all those areas is the need for a technological interface.
“This is a development never before researched and the direct outcome of many years of work between the Brazilian Government and the European Commission,” said Claudia Gintersdorfer. She noted that EU-Brazil action encompasses a variety of facets, among them telecommunication regulations, “[aimed at] creating an environment of regulatory certainty for investors”. Ms Gintersdorfer underscored, moreover, Brazil’s leading role worldwide in the defence of Human Rights on the Internet.
General Sérgio Westphallen Etchegoyen stated that the event served to highlight Brazil’s commitment to free Internet access. “[The meeting] offers our country yet another opportunity, in particular for future generations”, he added. In his view, this is a decisive moment for securing Brazil’s independence in the technology field.
Federal Deputy Alexandre Leite argued that the topics discussed at ICT Week provide a glimpse into the public policies Brazil will have to adopt in the immediate term or in the near future. “Formulation and implementation of a cyber-security policy is urgent and essential to stimulate development and capacity building in Brazil on digital security issues,” he concluded.
“A country that thinks about technology and innovation is a country that thinks about the future and assures its competitiveness”, remarked Senator Wellington Fagundes. In his opinion, discussions on and investments in education and technology are critical factors for ensuring national development.
