Managers and technical personnel of the Brazilian Institute of Geography and Statistics (Instituto Brasileiro de Geografia e Estatística – IBGE) took part in the “Modernization of Activities Relating to the Production of Statistical Information” seminar held in Rio de Janeiro in October. The event is component of the action undertaken in this area under the aegis of the EU-Brazil Sector Dialogues Support Facility, an initiative of the Ministry of Planning, Development and Management (Ministério do Planejamento, Desenvolvimento e Gestão – MP) and the EU Delegation in Brazil (DELBRA).
The action also included preparation of technical studies on the issue. Two external experts assessed the implementation of new production processes, based on the solutions adopted by the European Statistical System – ESS, while a national expert researched and recommended way to improve existing Brazilian procedures. The results of the studies were presented at the seminar.
The key question addressed at the event involved modernization of the production of statistics in conjunction with the adoption of data and metadata language standards employed by European institutes. The forum provided an ideal opportunity to consider and discuss the question with IBGE technical staff and the national and international experts, and served as the launch pad for the actions that the institutions is currently pursuing to enhance its official statistical development procedures, adapt its organisational structure to new research procedures and improve the process employed to monitor the quality of the products provided to the users of official statistical information”, remarked Roberto Luís Olinto Ramos, National Accounts Coordinator of the IBGE’s Directorate for Research.
Missions to Europe
The seminar included, in addition presentations on the information obtained by the missions conducted to Europe in September. The Brazilian delegation was represented by: Maria Luiza Barcellos Zacharias, Statistical Quality Manager of the Coordinating Office for Methods and Quality (Coordenação de Métodos e Qualidade), a unit of the IBGE’s of the Directorate for Research; Ana Cristina Martins Bruno, Organisational Development Manager of the Coordinating Office for Planning and Supervision (Coordenação de Planejamento e Supervisão da Diretoria Executiva) of the IBGE’s Executive Directorate; and Fábio Pereira Bravin, General Coordinator of Quality Control and Information Treatment of the Directorate for Educational Statistics (Diretoria de Estatísticas Educacionais), a component of the National Institute of Educational Research Studies (Instituto Nacional de Estudos e Pesquisas Educacionais – INEP).
The Brazilian officials visited the National Institutes of Statistics in Italy and Sweden, with a view to learning about the experiences of each entity with respect to the following international standards: GAMSO (Generic Statistical Activity Model for Statistical Organisations), GSBPM (Generic Statistical Business Process Model), GSIM (Generic Statistical Information Model) and SDMX (Statistical Data and Metadata eXchange). “The meetings were highly productive, contributing ideas for improving planning processes for statistical quality management systems and continued implementation of the effort to modernize the production of official statistics, which will be based on application of the international standards described”, said Maria Luiza Barcellos.
