Technicians from the Instituto Brasileiro do Meio Ambiente e dos Recursos Naturais Renováveis (IBAMA) [Brazilian Institute of the Environment and Renewable Natural Resources] went on a mission to Europe in July. They visited European agencies that use free geoinformation system software.
George Porto Ferreira, General Coordinator for Environmental Monitoring at IBAMA, Luiz Pacheco Motta, Environmental Analyst for the Office of the Coordinator for Geospatial Information Technology, Rodrigo Antônio de Souza and Werner Luis Ferreira Gonçalves, Environmental Analysts at the IBAMA Remote Sensing Center, participated in this mission, part of the European Union-Brazil Sector Dialogues Support Project, an initiative led by the European Union Delegation to Brazil (DELBRA) and the Ministério do Planejamento, Desenvolvimento e Gestão (MP) [Ministry of Planning, Development and Management].
These professionals visited the Regional Environmental Protection Agency of Piedmont, Italy, the Geoinformation Department in Glarus, Switzerland, the Austrian Natural Resources Management and International Cooperation Agency, the Federal Institute for Geosciences and Natural Resources in Germany and the Danish Environmental Agency.
According to George Ferreira, the choice of institutions which would be visited took into account their use of free software for treating geospatial information related to the environment. Also according to him, there are real possibilities of cooperation between IBAMA and institutions in Italy, Switzerland and Denmark.
“The mission was extremely important to identify opportunities for cooperation on this issue and also to disseminate what has been done in Brazil with the use of freeware to combat deforestation. It became clear to mission participants that, in terms of development, IBAMA is on a par with the institutions visited and in some areas it is even more advanced,” he said.
A seminar on "The use of Freeware for Geospatial Information in Government: Success Stories in Europe and Brazil" has also been scheduled for September 27, 28 and 29. Fifteen Brazilian institutions have already confirmed their interest in participating.
