Between 20 and 22 March the Ombudsman General of the Union organised in Brasilia a large gathering of ombudsmen from across the country. Participants engaged in a serious dialogue to foster the construction of the federal system of ombudsmen. Specialist lecturers, theorists and foreign guests were also in attendance. The event was supported by the EU-Brazil Sector Dialogues Support Facility.
On the first day of the event, the Ombudsman-General held a meeting in partnership with the Ministry of Planning, Budget and Management, to discuss skills and structures essential to ombudsman professionals and bodies. Mr. Eduardo Roig, a Spanish expert invited by the EU-Brazil Sector Dialogues Support Facility, highlighted the growing role of public ombudsman as a political agent to raise the debate on issues that require some form of legal reform. "This is the ombudsmans most important role and not be responding to abuse complaints," said Mr. Roig. The expert also noted that in the European Union public ombudsman have communication strategies to make public the discussion of important topics through the media.
On the other two days, it was the turn of the 3rd General Meeting of Public Ombudsmen, an annual event. About 200 representatives of 110 ombudsmen from federal, state and municipal levels attended a workshop that discussed principles and definitions, powers, structure and functioning of the system, training of ombudsmen and other related topics. From the points raised, the idea of the organisers is to come up with a text that will constitute the basis for open discussion with society and ultimately create a normative framework for the national system of ombudsmen.
"We need to clearly define what interactions citizens demand of us, what their expectations are in relation, for example, to how long it can take to get a reply. This needs to be standardised in legislation resulting, preferably, from a broad national consensus, "said the Unions General Ombudsman, Mr. José Eduardo Romao.
The meeting was thoroughly successful according to the organisers. "The feedback was very good, the Ombudsmen felt they had been acknowledged", said the Unions ombudsman coordinator, Mr. Paulo Marques Marcello. "Weve have tried to bring representatives of all segments of ombudsman and emphasised collective consensus-building ," he concluded.
